Under the Country Programme Action Plan (CPAP) 2021-2025, UNICEF is supporting the government of Indonesia to support a system-building approach to address critical issues of prevention and response, focusing on high rates of violence against children and child marriage while improving access to legal identity. UNICEF will support protection from violence, abuse, exploitation, neglect and harmful practices by functioning, quality, child protection systems and positive social norms. Technical support will be provided to develop and share information and good practices on implementation and enforcement of law, policy and regulatory reforms, particularly on the implementation of Juvenile Criminal System Law 2012. Technical support will also be provided to ensure child safeguarding policies and child-friendly reporting mechanisms are institutionalized in key line ministries and in all government and non-governmental entities that come into frequent contact with children. National and sub-national government entities, civil society organizations, children and adolescents will be supported to strengthen accountability of duty bearers for budgeting and expenditure for child protection systems.

Within this framework, the overall objective of the post is to support the national and sub-national governments in finalizing and implementing the Road Map on Implementation of Juvenile Criminal System Law and the new National Strategy on Elimination of Violence against Children.

How can you make a difference?

1. Support the finalization and rollout of implementation of the Road Map on Implementation of Juvenile Criminal System Law, including the development of the monitoring and evaluation framework 2. Support the rollout of the National Strategy on Elimination of Violence against Children, including by working closely with CSO Alliance, supporting and monitoring VAC strategy training, identifying and disseminating good practices on ending violence against children 3. Document, monitor and evaluate the implementation of the Road Map on Implementation of Juvenile Criminal System Law and the National Strategy on Elimination of Violence against Children 4. Facilitate relevant training for the national and sub-national government and consultations with children, adolescents, parents/caregivers and community members and leaders, including faith and customary leaders 5. Review, provide summary, and recommend action points and advocacy messages based on the most recent data, promising practices (tailored to the local /geographical context), and policy related to violence against children 6. Support the development and implementation of new studies/researches related to child justice and prevention and response to violence against children 7. Participate in regular and theme-specific Child Protection team meetings as well as relevant office meetings and engage with other clusters to advocate and contribute to discussions related to policy affecting the protection of children 8. Prepare/draft briefing note for meeting/events as required.

To qualify as an advocate for every child you will have…

• Bachelor’s Degree in law, Criminology, Social Science, Political Science or International Relations. • A minimum of 2 (two) years of relevant work experience • Previous experience working within specific issues related to prevention and response to violence against children, child justice and government-policy/strategy is considered as an asset • Ability to work independently and with a variety of stakeholders • Ability to provide guidance and training to enhance capacity of government staff and community members • Experience with UNICEF/UN is highly valued and will be considered an asset • Strong analytical and writing skills in English • Fluency in both oral and written English and Bahasa Indonesia
