The space once housed more than one million books and contained 1,600 old manuscripts and 5,000 government publications from as early as the 1920s when the modern state of Iraq was founded. The Library was deliberately set on fire, almost all of its collection was destroyed and its building severely damaged. In absence of the central library, some 50,000 students, university lecturers and staff do not have easy access to required literature to complete their research and academic projects. While the infrastructure rehabilitation of the Central Library is progressing through the rehabilitation and stabilization programme by UNDP in Iraq, **UNESCO, under its flagship initiative “Revive the Spirit of Mosul”, will ensure the actual operationalization of the Library**. This objective will not be feasible unless necessary measures are taken towards the design of the library functionalities, shelving, archiving and digitizing of the existing and new references together with the provision of a practical training programme for the Library staff of the University. Currently, an initial commitment is made by a donor entity for partial funding to cover the key components of the Mosul library operationalization project. To materialize this funding and ensure timely implementation of the project as well as smooth coordination with all engaged stakeholders, UNESCO is hiring a library development expert to join the education team of the Mosul Initiative. Long Description ---------------- **I. Assignment and main responsibilities** The Mosul Library development consultant will be reporting directly to the Chief of Education in Baghdad Office in close coordination with Mosul Initiative Task Force. The main responsibilities of the consultant are: - Supporting the quality and timely donor submissions with regards to the library of Mosul University project through systematic and accurate data collection from the university and other engaged stakeholders, ensuring the inclusion of international and local standards as well as other technical guidelines and principles. - Liaise with local and international stakeholders, specially the University of Mosul and members of the Technical Reference Committee, through organization and moderation of period coordination and consultation meetings, updating emails and other forms of effective data and information sharing. - Identify and recommend technical solutions with regards to the committed functionality components of the library; namely: library staff capacity development, library management system, Conservation, restoration and digitization of the references and indexing. - Provide technical, administrative and logistical support for the organization of meetings and workshops related to the development of the functionalities of the library. Deliverables** - Review of UNDP final implementation plan and confirmation on adaptability of UNESCO’s proposed functionality components with the infrastructure rehabilitated by UNDP - Finalization of the technical aspects for donor submissions in line with the template and requirements of the donor - Organization and moderation of the second Technical Reference Committee including administrative, technical and information sharing necessary preparations - **III. Additional experience in the field of information management and archiving is an advantage - **Demonstrated Skills and Competencies:** - Demonstrated ability to manage data collection processes and coordination. - Highly organized and extremely detail oriented with regards to project development and quality control. - Clear and effective communicator, both written, visual (i.e. graphs/charts) and verbal. - High level of initiative and proactive approach to building relationships; a team player. - Flexible and focused on identifying possibilities and solutions. - Advanced knowledge and skills in library management and archiving systems. - **Languages:** Excellent knowledge of English and some knowledge of Arabic. **DESIRABLE QUALIFICATIONS** ---------------------------- - - Previous experience working with UN agencies. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
