Duties and Responsibilities Organizational Setting, Purpose, and Objective:

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The West Asia Office delivers advisory services and capacity building support to countries to achieve environment and sustainable development objectives. This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Kingdom of Saudi Arabia.

Under overall supervision by the Project Manager and the direct supervision of the Programme Management Officer for Waste Management in UNEP West Asia Office and in coordination with the respective department in the National Centre for Waste Management and the Ministry of Environment, Water and Agriculture in Saudi Arabia, the Consultant will carry-out, inter alia, the following duties and responsibilities:

1. Provide technical advisory services and guidance to the Regulatory Affairs Department in developing an Extended Producer Responsibility (EPR) scheme. 2. Review deliverables and provide strategic advice for the ongoing EPR project. 3. Review and analysis of legislative and regulatory framework and assess the Centre’s preparedness to adopt an EPR scheme, identifying gaps and needs. 4. Critically assess suggested proposed business models for specific waste streams (WEEE, ELVs, ELTs, batteries, used oil, plastic bags, packaging) and identify potential risks in implementation. 5. Provide technical oversight guidance and quality check reports and other deliverables produced by the Centre related to EPR. 6. Assessment of government resources and institutional capacity to monitor and implement an EPR scheme. 7. Conduct capacity needs assessment and develop a competence framework of the Centre’s employees with regards to EPR. 8. Design and deliver a capacity building programme to the staff of the Centre on EPR.

Qualifications/special skills Master’s degree in in Environmental Sciences, Engineering, Waste Management, or closely related fields is required. A minimum of 10 years of relevant international work experience related to the waste management sector with particular emphasis on EPR implementation and working with governments on environmental policy and capacity building is required. Project management experience in an international context relating to international development is desirable.

Languages Fluency in written and spoken English is required, proficiency in Arabic is desirable.
