**OVERVIEW** ------------ Parent Sector : Education Sector (ED) Duty Station: Baghdad Classification of duty station: Remote with missions to Iraq Standard Duration of Assignement : 11 months Job Family: Education Type of contract : Non Staff Duration of contract : From 7 to 11 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 13/03/2022 Extended UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **Background** -------------- Following the successful completion of the TVET Reform Phase 1 (TVET 1) project, UNESCO is implementing the second Phase of the TVET Reform Programme Phase 2 (TVET 2) with continued funding support from the European Union. The TVET-2 supports the implementation of the idea of Centers of Vocational Excellence (CoVES) promoted by the Government of Iraq. The CoVES focuses on three main areas: improving the quality of TVET provision, improving the outcomes for learners and employers, and improving TVET systems and infrastructure. - **The overall goal (impact) of TVET 2 is:** To ensure increased access to inclusive skills development services and assets, contributing to improved employability and socio-economic status. - **The Objectives of TVET 2 are:** 1. To strengthen MoE national and Directorate systems and capacities for quality management, curriculum, and labour market alignment for vocational education. 2. To enhance the performance of selected vocational schools to create and operate Centres of Excellence 3. To develop higher education institutions’ systems and leadership for meeting local skills needs and international recognition of qualifications Long Description ---------------- Each of the three objectives above has a set of three interlinked Expected Results (ERs). The Expert’s assistance will contribute to the achievement of objective 1 with the following ERs: **Activities to achieve ER1.2 Increased capacity and capability to develop, pilot, and launch new competency-based programmes (MoE level)** - 1.2a Workshop to brief officials on the competency-based programmes already developed in Phase 1 - 1.2b Select modules to offer (i.e. already piloted) and identify and prepare teachers to use the curricula - 1.2c Select new modules from TVET 1 to pilot and plan for supervised delivery, based on the results of the Labour market surveys underway - 1.2d Review piloted modules and update curriculum and teaching and learning materials based on feedback from teachers and students - 1.2e Based on results of Local Labour Market surveys consult on ICT qualifications to be developed and organize occupational standard development - 1.2f Develop new competency-based curricula for ICT - 1.2g Develop teaching and learning materials for ICT modules - 1.2h Pilot ICT new module Long Description ---------------- Specifically, the Expert will support the implementation of ER 1.2 by the piloting and revision of the existing competency-based TVET Curriculum from TVET 1, and then the development and piloting of a new ICT Curricula for two occupations based on the result of the Labour market survey for ICT, developing all modules along with accompanying teaching and learning materials for selected occupations. The Expert will work collaboratively with the MoE and DoE staff and under the supervision of the UNESCO Senior Project Officer for TVET 2. Duties and Responsibilities of International Expert ---------------------------------------------------- Under the overall authority of the Director and UNESCO Representative to Iraq and guidance of Chief of Education of the UNESCO Office for Iraq, and under the direct supervision of the Senior Project Officer for TVET 2, the Expert shall be responsible for piloting a set of existing materials and developing the competency-based ICT Curriculum, accompanying teaching and learning materials and their piloting demonstrated through following deliverables: i. Inception report describing the methodological framework the Expert will use in undertaking the consultancy work. It sets out in detail the implementation methodology, corresponding milestones and monitoring and evaluation activities to be submitted by 31 March 2022 ii. **Workshop** for Officials to clarify the project and the deliverables and the role of the MoE in supporting the project, approving the ToRs, and setting up the CD working group by end of April 2022 iii. **Analyze** the labour market survey results and identify the relevant existing Curricula for Agriculture, Construction and Hospitality and the **2 most important ICT occupations**. These will be the occupations which the CDWG will develop a competency-based ICT curriculum and modules. by mid-April 2022 iv. **Modules selected** from the existing TVET 1 materials in Construction, Agriculture and Hospitality and to be piloted for the 3 schools (Mosul, Erbil and Karbala) . The report produced on above by end May 2022 v. **Occupational Profile and Occupational standards** for ICT to be developed in a workshop with CD WG and presented to UNESCO for approval by end of May 2022. vi. **New ICT learning materials** fully developed with all supporting documentation by September 2022 and selected modules piloted. vii. **Monthly reports** submitted at the end of each calendar month with a description of what was achieved in reporting period against the Work Plan, reasons for any shortfalls or delays and action plans to get the project back on track. viii. Copies of all presentations/reports/ minutes of meetings etc. in the period and evaluations of all capacity-building activities. ix. **Final Summative consultancy** report, including the M&E results by one month after the end of contract services. Other Information including information on timelines ----------------------------------------------------- The total duration of the assignment will be 11 months. Visits to Iraq will be required to carry out workshops for the CDWG and monitor progress and deliver any additional workshops required under subsequent contracts. Remuneration according to UNESCO rules and regulations based on qualifications and experience. Payment of remuneration will be linked to acceptance of the deliverables as per the agreed work plan. Academic qualifications** Master’s degree in the field of education and curriculum, or the application of ICT in TVET, or other related fields. **2. Professional experience** • 15 years of experience in the field of competency-based TVET curriculum development and piloting with a focus on ICTs. • Experience in working with TVET institutions on CD implementation • Experience in designing and delivering workshops for officials and teachers on CD implementation. **3. Language requirement** Fluent in English – oral, written, comprehension **DESIRABLE QUALIFICATIONS** ---------------------------- • Master’s degree related to TVET preferred.
