Background and Objectives** In 2018, the Director-General of UNESCO launched a flagship initiative “Revive the Spirit of Mosul”, focusing on the human dimension of reconstruction. With the full support of the Government of Iraq and of the UN Secretary-General, UNESCO is coordinating international efforts in two main areas: the restoration and rehabilitation of cultural heritage and the revival of educational and cultural institutions. Within the framework of this initiative, and through the generous financial contribution of the United Arab Emirates, UNESCO has commenced the project ‘Reviving the Spirit of Mosul by Rebuilding its Monumental Landmarks. The Project aims at the restoration and reconstruction of the historic landmarks of Mosul, notably the emblematic Al-Nouri Mosque, and its celebrated, leaning Al-Hadba Minaret. The project also includes two churches in the Old City of Mosul, Al Tahera Syriac Catholic and Al Saa’a Churches. Through rebuilding and restoration of cultural heritage in the Old City of Mosul, the project will contribute to job creation, the return of displaced Mowslawis, skills development and important steps towards reconciliation. Currently, the Project has moved from the I Phase – aimed at completing a first set of onsite activities, such as demining and rubble removal – to the II Phase, which will include the preparation of detailed designs for the included sites, as basis to commence the actual reconstruction works. Considering the above, UNESCO is currently working on preparing the next steps of this Project Phase: the detailed design for the reconstruction and rehabilitation of Al Nouri Mosque and Al Hadba minaret and imminent start of the actual works; the execution of temporary stabilisation measures - at Al Tahera church, which will be followed by the execution of reconstruction works once the detailed designs are accomplished; and the detailed design for the rehabilitation and reconstruction of Al Saa’a Church Complex, and subsequent execution of reconstruction works once the detailed designs are accomplished. In this phase of the project, the incumbent’s specific responsibilities will require him/ her to: liaise with and support the technical experts/ contractors/ implementing partners - employed by the Project on the three sites - to develop the detailed designs projects with a view towards implementation works; contribute to the planning and coordination of all the activities relating to the implementation of the restoration, reconstruction and/or rehabilitation works on all three sites; monitor regularly and provide technical support and oversight during the implementation of restoration works on all the three sites, when and as instructed. **2. Purpose of the Assignment** Within the framework of the project, the Architectural Consultant, in coordination with UNESCO Iraq Office and under the direct supervision of the Senior Project Officer, shall contribute to the technical oversight of the elaboration of the detailed designs projects and following-up with the implementation works for all the three sites included in the Project’s scope. The Consultant will benefit of assistance from local and international UNESCO staff, as required for a proper implementation of expected activities and completion of required deliverables. Long Description ---------------- **3. Duties/Tasks and Expected Output** The Consultant shall perform the following duties and tasks: 1\. Contribute to the elaboration of the detailed design and implementation phases of the restoration/reconstruction interventions on the three Project sites, in coordination with the UNESCO Project team in Iraq, and in liaison with the technical (preservation) experts and contractors employed by the Project; 2\. Contribute to the technical coordination and operational planning of all the activities relating to the restoration/reconstruction component of the Project, and for all the three sites; 3\. Assist the technical (preservation) experts and contractors involved in designing and implementing the related specific Project’s components on the three sites, such as: a) topographic survey and assessment of current state of decay & damage; b) development of restoration/reconstruction design options; c) execution of actual restoration/reconstruction works; 4\. Contribute to the organization of stakeholder meetings and capacity-building workshops concerning heritage preservation, restoration, reconstruction and management; 5\. Provide a report on a monthly basis. The report will include description of activities undertaken, any challenge encountered and any corrective actions suggested; 6\. Contribute to ensuring proper monitoring of onsite activities through an accurate data recording and regular reporting to the Senior Project Officer; 7\. Prepare a final report identifying challenges, difficulties encountered and suggestions for improvements for future similar works, as well as for follow-up activities; 8\. Perform any other tasks assigned by the Senior Project Officer; 9\. Undertake missions as necessary and requested for Project’s implementation. Long Description ---------------- **4. Timetable and Deliverables** 4.1 Contract duration The duration of this contract is of minimum 9 months, starting indicatively/ tentatively from 1st of July 2021. The consultancy may be extended subject to satisfactory performance and validity of project fund. The assignment will be Erbil based, with the incumbent being expected to be present in Mosul, Iraq, frequently and as required by the assignment’s needs. 4.2 Contract deliverables 1\) Prepare Monthly Reports, describing the activities undertaken, the challenges encountered and a way forward. The report will also include – in the form of annexes – any specific technical document produced, as well as photographic documentation of onsite activities as needed, to be submitted in original format (RAW/TIFF and/or JPG). 2\) Prepare a Final Report, describing the progress of activities during last month and providing an overview of tasks implemented during the assignment, of the challenges encountered, and of the actions undertaken, including providing recommendations for next phases of the work. Education:** Advanced University degree (Master’s or equivalent) or higher in architecture, architectural conservation, heritage conservation and management, engineering or closely related field. **2. Work Experience:** • Professional background in architecture/ engineering with 5 to 7 years of relevant professional experience in designing and supervision of works for architectural projects; • Experience in working on projects including actual conservation/restoration/reconstruction and/or rehabilitation interventions on built heritage sites and monuments; **3. Competencies:** • Demonstrated competence in all aspects of architectural design/supervision, including capacity of closely monitoring technical and operational aspects of the work; • Positive attitude and strong analytical, interpersonal and communication skills; • Excellent ability to exercise initiative and resourcefulness necessary for prioritizing multiple components and phases of work; • Strong writing skills; • Excellent project implementation skills; • Capable of making sound decisions on all aspects of project implementation; • High level of skills in negotiation and problem-solving in a crisis/emergency setting; • Demonstrated ability to work in a multicultural environment and establish harmonious and effective working relationships (both within and outside the Organization); • Good knowledge of standard office software (word processing, spreadsheets, etc.) and of specific technical software used in architecture (such as: AutoCAD and BIM - Revit). **4. Langueges:** • Excellent knowledge (written and oral) of English; **DESIRABLE QUALIFICATIONS** ---------------------------- **1. Work Experience:** • Relevant professional experience at the international level ; • Previous experience with a multilateral or international organization, preferably within the UN system; • Previous experience in a conflict/post-conflict context ; • Previous direct experience in conservation/restoration/rehabilitation of Islamic historical heritage, preferably in Iraq. **2.
