- Previous experience with UNICEF would be an asset.

Purpose: Selection of individual Interpreters
Reports to: Communication Specialist- UNICEF State of Palestine
Duration: 12 months

How can you make a difference?
UNICEF State of Palestine’s Communication section is is seeking a service provider to provide quality, simultaneous/consecutive, and professional interpretation services from English to Arabic, and Arabic to English.
The main purpose of the assignment is to provide simultaneous/consecutive interpretation services during: Technical Working Group meetings; Conferences; Official missions; Workshops; Meetings with national counterparts. Online meetings/workshops, Other meetings as required. Provide whispering tools for workshops/meetings with 30PAX participants.
MAIN TASKS TO BE ACCOMPLISHED
High-Quality interpretation services:
- Under the guidance of the Communications Section and/ or Programme teams, the interpreter provides high-quality simultaneous/consecutive and professional interpretation services.
- Ensure that the interpretation is linguistically and grammatically correct from the source language to the target language and vice versa.
- Ensure time committing to the agreed assignments.
- Maintain confidentiality and refrain from divulging any information about the content of the conducted assignments.
DELIVERABLES:
Based on the agreed timeframe, the consultant will deliver a high-quality simultaneous/consecutive and professional interpretation services from English to Arabic and vice versa.
TERMS OF PAYMENT
Lump sum upon completion of each assignment and delivering satisfactory content as per the financial offer submitted.
STRUCTURE AND EVALUATION PROCESS OF THE PROPOSAL
Each proposal will be assessed first on its technical merits (including by reference to legal requirements) and subsequently on its price. In making the final decision, UNICEF considers both technical and financial aspects. The Evaluation Team first reviews the technical aspect of the offer followed by the review of the financial offer of the technically compliant vendors. The proposal obtaining the overall highest score after adding the scores for the technical and financial proposals is the proposal that offers best value for money and will be recommended for award of the LTA.
To be considered for evaluation, interpreters are requested to provide information on minimum of three assignments completed including number of participants, languages of interpretation and details of equipment provided.
Application Guidance (applications should contain the following):
1. Technical proposal:
- Technical proposal (cover letter, CV, portfolio/work samples, a list of clients, contact information of three references);
- Relevant references of the contractor in the past five years. UNICEF may contact reference persons for feedback on the services provided by the individual contractor/consultant
2. Financial Offer:
The offer should be an all-inclusive (lump-sum) fee for all deliverables and complete output of the assignment as described in the TOR.
Bidders are expected to submit their rate including rates for simultaneous/consecutive translation, translation equipment (whispering tools), and in country travel expenses if needed. Please make sure all expenses are factored in the daily rate as UNICEF expects to see one lump‐sum daily rate figure in the financial proposal.

CONTRACT MANAGEMENT
Each contract will be managed and supervised by the Communications Sections.
RECOURSE:
UNICEF reserves the right to terminate the contract and/or withhold all or a portion of payment if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and the partners are not followed, the performance is unsatisfactory, or work/deliverables are incomplete, not delivered or fail to meet the deadlines. The deliverables will remain the copyright of UNICEF.
The consultant must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference

This LTA requires professionals in their respective fields whose experience and quality of work demonstrably meet the highest international standards. They must have an excellent track record along with experience working in the social development sector as well as the following:
- Minimum five years of professional experience in English into Arabic interpretation and vice-versa;
- Demonstrated experience in professional interpretation assignments;
- Knowledge of UNICEF terminologies will be considered an advantage;
- Experience working with international development organizations is desirable;
- Demonstrate effective organizational skills and ability to handle work efficiently and on time;
- Previous experience with UNICEF would be an asset;
- Experience in working on children’s issues and families is an asset;
NOTE:
- Individual consultants are encouraged to specify their specialized field of interpretation that is relevant to UNICEF work (Health and Nutrition, Education, WASH, MHPSS, Child Protection etc.)

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
