JOB CONTEXT: Since April 2023, Sudan has been facing an unprecedented humanitarian crisis, fueled by the conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF). Armed conflict, attacks on civilians, population displacements, malnutrition, epidemics and climate shocks have left 30.4 million people, or nearly two-thirds of Sudan's population (+23% compared to 2024), including 16 million children, in urgent need of humanitarian assistance (OCHA, HRP 2025). The conflict has displaced more than 12 million people, making it the largest displacement crisis in the world. The situation is particularly dire for people living in areas of active conflict, including Darfur, one of the most affected regions in Sudan, where nearly 80% of the population (meaning 30.4 million people1) needs humanitarian assistance (OCHA, HRP 2025).

Since mid-2025, HI has launched 2 Humanitarian Mine Action (HMA) projects in Khartoum, in Land Release and EORE. This position will be part of these projects.

YOUR MISSION: The Senior Technical Officer (STO) contributes to the implementation of HI mandate and ten-year strategy in Sudan. He/she contributes to the implementation of explosive ordnance risk education (EORE) projects by providing advice and delivering complex, specific and rare technical expertise and training to our teams, partners, ministries or clients in the case of technical assistance. He/she ensures high-level standard quality and impact of the projects concerned.

The STO performs concrete project activities and delivers direct trainings and advice, in close collaboration relevant HI and partner project staff and with the support of a Global Technical Specialist who provides general technical guidance. The STO reports to the Area Manager for East Sudan.

1. Provide specialized expertise on EORE in the form of guidance and technical support to projects and partners, in accordance with international and national mine action standards, HI standard operating protocols, and other relevant technical frameworks

a. Provide technical guidance on EORE to project staff and partners.

b. Design and deliver trainings on EORE, including training of trainers.

c. Ensure the technical quality of EORE projects through the establishment and implementation of appropriate quality assurance and quality control (QA/QC) mechanisms; direct improvements and corrective measures as necessary.

d. Assess and validate EORE messages and IEC materials developed by HI and partners, ensuring adherence to all relevant standards and SOPs.

e. Design field testing protocols for EORE IEC materials and messages, and supervise their implementation.

f. Write and update standard operating procedures on EORE, adapted to the Sudan context from HI’s Global SOP on EORE and in conformance with IMAS 12.10 and relevant National Mine Action Standards.

g. Coordinate and collaborate with the project's technical partners, as delegated by the area manager.

h. Strengthen linkages between EORE and other pillars of mine action (land release, victim assistance), as well as other relevant sectors

2. Conduct evidence-based EORE needs assessments and use data to inform EORE programming

a. Conduct contextual, capacity and training needs assessments and report on key findings

b. Review casualty, contamination and other relevant data to identify high-risk groups, risk-taking behaviours, and barriers to accessing information

c. Analyse the media landscape and preferred communication channels of target groups.

d. Identify and analyse relevant secondary data sources, sharing incorporate findings into programme design.

e. Support IM and MEAL focal points to develop data collection tools and procedures, supervise data collection, analyse findings and share recommendations.

f. In discussion with relevant project staff, partners and authorities, advise on the selection of EORE target groups, appropriate implementation methodologies, messaging and IEC materials, based on available evidence.

3. Provide project-based technical learning with a global impact

a. Keep abreast of the latest methods and innovations in EORE.

b. Initiate or test new innovative solutions to address the main challenges of the sector.

c. Coordinate with headquarters to ensure adequate capitalization to improve sectoral methods globally.

d. Contribute to technical learning, based on best practices.

4. Support the management of ongoing EORE projects and contribute to new opportunities

a. Lead technical components of the UNMAS-funded project on digital and mass media EORE, including developing and managing the project work plan in collaboration with the local partner and developing/co-facilitating national stakeholder workshops

b. Contribute to project management of EORE projects, ensuring timeliness and quality of project activities, within the allocated budget. In addition, support on other Project Management tasks as and when needed in coordination with Area Manager.

c. Identify and share observations regarding EORE needs and contextual developments

d. Contribute to the identification of new opportunities and the design of new EORE projects.

e. Contribute to the writing of new proposals and internal or external reports within his/her technical scope.

f. Advise on the design of EORE results frameworks

5. Contribute to ensure the external technical influence of HI on EORE

a. Contribute to the outreach of HI expertise: can represent HI technical expertise by delegation in relevant local, regional and international networks and with local partners.

b. Liaise with relevant national and regional authorities, on delegation of the mission’s senior management.

c. Ensure coordination and collaboration with the project's technical partners, in cooperation with the Area Manager East and the Chief of Operations.

d. Relay and contribute to advocacy messages within his/her scope of work.

CHARACTERISTICS OF THE POSITION:

• Delivery of an EORE project in partnership with a local partner, ensuring hands on technical support, coaching and guidance for the partner
• Delivery of a Mass and Social Media EORE project in partnership with a local partner
• External stakeholders are National Partner, National Mine Action Centre, UNMAS, Humanitarian Aid Commission and any other relevant stakeholders
