Duties and Responsibilities

Background Rules of origin are a necessary component of any preferential trade agreement because they determine which goods can benefit from preferential treatment. The origin represents the “economic nationality” of a product. Origin procedures ensure that customs authorities can verify the origin of a good and allow businesses to prove the origin of the goods they are trading. On December 7, 2023, the Pan-Euro Mediterranean (PEM) adopted new and modernized rules of origin. This decision, set to be implemented from 1 January 2025, aims to enhance trade between the European Union and its neighboring countries in the PEM region. The aim of the new protocol is to modernize the rules of origin contained in the trade agreements between the European Union and the 24 countries of the Pan-Euro-Mediterranean (PEM) zone. The PEM convention contracting countries are the European Union, Iceland, Liechtenstein, Norway, Switzerland, Faroe Islands, Türkiye, Morocco, Algeria, Tunisia, Egypt, Israel, Jordan, Lebanon, Palestine Georgia, the Republic of Moldova, Ukraine, Albania, Bosnia and Herzegovina, North Macedonia, Montenegro, Serbia and Kosovo. The new protocol rules are expected to become more flexible and business-friendly, which is something that the EU Commission hopes could also contribute to the post-Covid-19 pandemic recovery in the region. They offer an alternative to current rules of the Regional Convention on Pan-Euro-Mediterranean preferential rules of origin (PEM Convention) and will also enable further development of integrated supply chains and facilitate trade within the PEM area In its efforts to develop national capacities of ministries of trade and industries in the Arab region, ESCWA is planning to organize a two days workshop on the new PEM’s rules of origins. The workshop is being organized on the request of the Ministry of Industry in Palestine. Duties and Responsibilities: The expert will prepare training material and facilitate a national workshop planned for officials from Ministry of Industry in Palestine to have better understanding to the new PEM’s Rules of Origins and how they will impact their exports to the countries involved in the PEM. Moreover, the workshop will be a unique opportunity to develop national capacities in controlling the origins of imports and the preferential access to be accorded as per the new PEM ROOs.

Qualifications/special skills

A Master’s degree in Economics, or Social and sciences or related area is required. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. A minimum of five years of professional work experience in ROOs in general and PEM in particular is required. At Least Five years of experience in capacity building and delivery of training is required.

Languages

English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in Arabic and English is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understand) and “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
