Result of Service The services will contribute to UNCTAD's efforts to support the development of the honey sector in Angola, by promoting quality control, traceability, certification, and exports.

Expected duration Proposed contract duration: 3 months effective working period during the contract period of 15 of July 2022 to 31 March 2023.

Duties and Responsibilities The National Green Export Review (NGER) of Angola, part of the EU-UNCTAD Joint Programme for Angola: Train for Trade II, aims to strengthen the capacity of Government officials, private sector representatives and academia in the analysis of issues relevant to the development of green value chains, with special attention to export opportunities. As part of the NGER of Angola, honey was identified as one of the country’s promising green products.

Specifically, the consultant will have the following duties and responsibilities:

(1) Prepare a document entitled " Guide on key elements for developing a National Plan for the Honey Sector and a National Residue Monitoring Plan for Angola" that can be published online. (2) Research and prepare a detailed list of all equipment and laboratory analysis procedures required to monitor honey production conformity with relevant EU standards, in view of upcoming laboratory purchases under the EU SPS project; and, based on this research, prepare a list of apiculture field equipment materials in coordination with the contact from the partner university Universidade José Eduardo dos Santos (UJES) of Huambo, in order to facilitate the purchase of such materials to be made by UJES. (3) In Luanda, organize and participate in an inter-ministerial meeting on honey, visit the central testing laboratory in consultation with the EU SPS project’s manager, and participate in other meetings with potential partner organizations such as FAO, UNESCO Embassy of France. (4) Deliver the second part of the training of trainers (ToT) and set up and launch a honey extension service pilot project (HESPP) in two communities in Huambo province. (5) In connection with the ToT, organize a brief consultation meeting with provincial honey sector stakeholders in Huambo with regard to the development of a honey policy and a residue monitoring plan. (6) Monitor and evaluate the HESPP for 6 months after its launching. (7) Create a traceability system for honey sample collection and quality control. (8) Attend weekly meetings with UNCTAD to report on the status and activities of HESPP. (9) Provide general guidance to the local HESPP coordinator and the HESPP students in their development of a Best Practices Guide based on practical methods and lessons learnt during the ToT and the HESPP. (10) Prepare an Evaluation Report of the HESPP.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in animal science, environmental science, agronomy or related areas. Experience: At least 5 years of experience in the design and delivery of training programmes on agricultural value chains, agricultural extension, project management in agriculture, or teaching in animal science or agriculture.

Previous experience in apiculture-focused extension projects, honey traceability and certification, honey project management and teaching apiculture is desirable. Previous experience with apiculture in Angola is desirable. Previous experience with advising governments on national plans for the honey sector and national residue monitoring plans is an asset. Language: Fluency in Portuguese is required. Fluency in English is an asset.
