Result of Service A direct and timely assistance service provided to Chile and the OzonAction Branch to support and implement a communication campaign oriented to the refrigeration and air conditioning sector, at the level of technicians and large end-users, intending to guide them to the use of alternatives to HCFCs, and HFCs as refrigerants; Creation of short awareness videos on Kigali Amendment and the first part of the communication strategy to promote Kigali Amendment objectives that can be used by the NOUs to encourage key stakeholders and the public to support their national compliance programmes.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment." Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. UNEP's Law Division works with international and national partners, providing technical assistance and capacity development for the implementation of environmental policy, and strengthening the environmental management capacity of developing countries and countries with economies in transition.

UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division's OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. As part of the latter, the Latin America CAP team provides technical assistance for the control of trade of HCFC and HFC-based substances and equipment, as part of the activities for the HCFC phase out management plan (HPMP, stage III, 1st tranche), and the Kigali Implementation Plan (KIP) preparation.

In reference to UNEP OzonAction Clearinghouse mandate under Article 10 of the Montreal Protocol and the 2023 UNEP Business Plan and CAP's budget, the OzonAction Branch is providing information services and legal/policy and technical advice for National Ozone Officers (NOUs) and other stakeholders.

In line with national legal/regulatory frameworks, the Government of Chile, through its National Ozone Unit (NOU), has requested UNEP as the cooperating implementing agency of the HPMP, stage III, 1st tranche, and the Kigali Implementation Plan preparation, to support the hiring of a consultant to develop and implement a public awareness campaign in Chile oriented to the refrigeration and air conditioning sector, at the level of technicians and large end- users, intended to guide them in the use of alternatives to HCFCs, and HFCs as refrigerants; to develop a storyboard for 5 Kigali videos; and to undertake the first part of the Kigali Amendment Global communication strategy for the OzonAction Branch.

Implement awareness raising activities of HPMP II-III and support the implementation of the KIP proposal, remotely and face to face (if feasible) to Government Officers of Chile, in close coordination with the Compliance Assistance information team. Specifically, the consultant will be responsible for the following actions:

- Support the NOU in the dissemination activities related to the implementation of the three regional reclaiming centers. - Support the NOU in the dissemination activities related to the conversion of refrigeration and air conditioning systems, including organization of workshops/seminars and dissemination activities. - Prepare a resume of all the dissemination activities developed under the HPMP-III and KIP. - Act as counterpart representing the National Ozone Unit in the project’s preparation for the KIP. - Organize and implement the communication campaign and its schedule. - Update the website ozono.mma.gob.cl and their associated social media accounts with available dissemination material. The material should include information about regulation, training courses, all editions of the Ozone bulletin, summary of the finished and ongoing projects, and links to reference webpages, videos, and applications, among others.

Support Global Team:

- Weekly meetings with stakeholders and UNEP team. - Develop content material for the National Ozone Units. - Design first draft of the communication campaign for the Kigali amendment strategy. - Work closely with other consultants. - Other tasks requested by the information officer. - Present the strategy the Kigali Amendment and some related tools to the NOUs for further discussion in the network thematic meetings. - Recruit, interview, manage and coordinate audiovisual production company. - Assist and present the communication strategy in the regional network meetings. - Develop, adjust, and present storyboards.

Qualifications/special skills Tertiary/University degree in journalism, marketing, design, public relation or equivalent areas is required. - Five years of working experience required in development of public awareness/outreach programmes for targeted audience, and, managing communication programmes, media and sensitization campaigns, including editing of publications on environmental matters. - Desirable Knowledge on the organizational structure of the public sector of Chile and competent authorities for the environment. - Experience in implementing awareness activities in the area Montreal Protocol and dealing with dissemination criteria of the Ministry of the Environment of Chile are highly desirable.

Languages Fluency in Spanish is required. Working knowledge of English is required.

Additional Information- Capacity to work in teams and Graphic design experience is an asset.
