Job description

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a state owned organisation. We work worldwide in the field of international cooperation for sustainable development. GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is shortlisted for the EU-funded tender “Increased offer and diversification of accredited non-formal training courses and adult training providers” in Serbia.

The overall objective (Impact) to which this action contributes is:

• The overall objective of the contract is to support the ongoing education reform in bringing about the broad, long-term change in the political, social, economic and environmental global context which will stem from interventions as a response to the mismatch of labour supply and labour market needs.

The specific objective (Outcome) of this contract is as follows:

• To improve the quality, relevance and accessibility of non-formal adult education in Serbia.

Your tasks

Key Expert 2 will be mainly responsible for supporting the establishment and strengthening of quality assurance in adult education.

Your profile

Qualifications

• University or equivalent institution degree with minimum 3 years of studies (i.e. Bachelor’s degree) in the field of social sciences or, if Bachelor’s degree was acquired in another field, professional experience in the field related to this contract at least 5 years in addition to the minimum number of years of general experience specified below.
• A Master/PhD in a field relevant for this contract will be considered an advantage.
• Knowledge of Serbian language will be considered an advantage.

General professional experience:

• At least 7 years of work experience in the field of education and training;

Specific professional experience:

• At least 5 years of work experience in the field of quality assurance in adult education;
• Experience in developing policy framework for adult education quality assurance at the local, regional or national level;

Advantage:

• Participation in national or international projects;
• Published studies, analyzes, professional/scientific articles related to quality assurance in adult education.

Location information

The operational base of this contract will be Belgrade, with facilities secured by the Contractor.

However, where experts are required to work side by side with staff, the Beneficiary Institution (i.e. the MoESTD) shall provide the necessary facilities, or, when experts are working in other bodies (e.g. the Qualifications Agency), shall ensure their provision. In addition, as agreed with the Beneficiary Institution, certain activities will require visits to places outside the operational base of the contract.

Limited home-based work may be allowed when duly justified, and only with the previous written approval by the Contracting Authority.

Start date & period of implementation

The intended start date is June 2023 and the period of implementation of the contract will be 36 months from this date. KE2 will be engaged to work approximately 479 days with at least 95% spent in Serbia.
