Result of Service The consultant will be responsible for the following:

1. Map existing initiatives: - Review of existing drafts and concept notes on resilience and recovery including but not limited context sensitivity analysis, risks assessment, UNCT Approach to Resilience Assistance in Syria, on-going agency ER projects, Area-Based Returns Strategy (ABRS), and existing joint programmes. - Identify challenges and recommend measures towards promoting ER and resilience interventions and possible solutions to ensure sustainability of provision of services. - Hold substantive consultations with Context Sensitive Advisor and RC/HC Human Rights Advisor. - Hold consultations with relevant technical staff as needed.

2. Develop first draft ERS draft and its supporting documents. - Develop the first draft of the ERS. - Finalize a concept paper of scaling up risk management unit at the RCO in support of the Strategy. - Finalize the concept note to establish an MPTF to mobilize resources for early recovery and resilience interventions.

3. Consult with relevant stakeholders. - Consultation with relevant UN agencies, Inter-Agency Working Groups, and other stakeholders to validate outcomes.

4. Finalize all deliverables. - Incorporate comments received from stakeholders. - Update the Strategy, including the MPTF and the RMU concept note.

5. Seek endorsement for the full package of deliverables. - Present the final package to the UNCT for endorsement. - Participate in other meetings to present ERS and its supporting documents, as needed.

Duties and Responsibilities Following the signature of the Strategic Framework in June 2022, the United Nations Country Team (UNCT) is prioritizing early recovery and resilience. Resource-mobilization efforts at the agency and UNCT levels are harnessed to ensure adequate funding for medium- and long-term interventions that could best serve the vulnerable population.

This consultancy is to support the UN Resident Coordinator’s Office (RCO) and UNCT to develop the Early Recovery Strategy (ERS), which will include a Multi-Partner Trust Fund (MPTF), a country-based pooled fund, and an integrated and robust risk management (including human rights due diligence) (HRDD) component.

The consultant will work under the supervision of the RC/HC and will be supported by the RCO. S/he will undertake consultations with the UNCT, the Programme Management Team and other relevant inter-agency working groups, as needed.

Duties and Responsibilities:

The Consultant will be responsible for the following tasks, under the overall supervision of the RC/HC and a daily working relationship with the RCO team in Syria: 1. Hold consultations with the UNCT through the Early Recovery Task Force to develop the ERS. 2. Develop the ERS with two supporting concept notes; to establish the MPTF and to conceptualize the Risk Management Unit (RMU) at the RCO. 3. Ensure harmonization and compatibility with other national and international plans and frameworks, such as the SF, HRP, Agenda 2030 and other existing framework and practices.

Qualifications/special skills A Master's degree in Economics, Social Policy Analysis, International Relations, Human Rights, Social Sciences, Political Science, Legal, International Development, Management, or related area is required.

A minimum of 10 years of professional work experience in recovery, development, peacebuilding, or humanitarian affairs is required. Work experience in the field of strategy writing, HDP nexus, or MPTF establishment is required.

Languages English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA.

For this position, fluency in English is required. Knowledge of Arabic is desirable.
