Organizational Setting

As a result of the efforts made in recent years in terms of implementing measures, policies and actions to reduce emissions caused by deforestation, the Argentine Republic through the Ministry of Environment and Sustainable Development of the Nation (MAyDS) has managed to prepare the elements that comply with the provisions of decision 1 / CP.16 paragraph 71 of the United Nations Framework Convention on Climate Change (UNFCCC) in relation to the Warsaw Framework for REDD .

This has allowed Argentina to request payments based on REDD results (RBP) to the relative Pilot Program of the Green Climate Fund (GCF). The Project “Payments for Results of REDD of Argentina for the period 2014-2016 (GCP / ARG / 029 / GCF)” (hereinafter “the Project”) was approved by the GCF board and, throughout its implementation , seeks to address the direct causes (such as unsustainable livestock management and forest fires), and the underlying causes of deforestation and degradation, through the strengthening of economic and social opportunities (and the diversification of livelihoods), also strengthening control and surveillance capacities, and strengthening forest governance in general.

As Accredited Entity (AE) to the GCF, FAO will be responsible to oversee and monitor the management and implementation of the activities financed by the project. FAO will also be in charge of operational and administrative support and will assume technical and advisory support functions during Project implementation. In addition, FAO Country Office in Argentina will also carry out the functions of Executing Entity. These functions are clearly differentiated by separated lines of responsibilities and accountabilities.

In this context, and in order to ensure the effective execution of the project, the activities of this consultancy have the objective of supervising the project implementation, as well as of supporting the effective and efficient management human and financial resources.

Reporting Lines

The consultant will work under the overall supervision of the FAO Country Representative and in close collaboration with the Project Lead Technical Officer for implementation and decision-making.

Technical Focus

Expert in project implementation and coordination, with special emphasis on operational and financial execution aspects of the United Nations and FAO.

Results-based project management

Tasks and responsibilities

  • Assist and advise on the establishment and function of the Project Management Unit as per implementation arrangement of the Project;
  • Assist project management to draft terms of reference (TOR) and advise on the selection of experts for implementation;
  • Assist project management in the finalization of the Annual Workplan and Budget (AWB) to ensure implementation is in line with the policies and timelines of FAO:
  • Advise on and participate in the project start-up workshops;
  • Coordinate one supervision mission of the Lead Technical Officer and/or other Technical Officers and Field Programme Support Officers from the FAO Regional Office for Latin America (RLC);
  • Monitor and review progress of the project implementation assisting the FAO Representative for timely management with the project counterparts and with other FAO offices;
  • Advise the FAO Representative on , operational and administrative guidance for the Project implementation;
  • Supervise compliances of operational and administrative actions with FAO and GCF policies on matters related to the execution of the Project and the Work Plans;
  • Supervise the activities of consultants who support the Programs area in FAO Representation and who are linked to the Green Climate Fund project
  • Oversee the preparation of the required reports for submission to GCF Secretariat and to Government,
  • Supervise the operational and financial actions of the Project for submission to HQ and the GCF Secretariat as appropriate;
  • Supervise the support and strengthening of the operational and administrative structure of the FAO Argentina office, including the training of its personnel, to guarantee that the necessary capacity for the execution of the Project is maintained;
  • Any other activity as requested;

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in economics, social sciences, international relations or others related to the design and management of programs / projects. Master´s degree would be an asset.
  • At least 10 years of relevant experience in operation, design and / or evaluation of national or international cooperation projects.
  • Working knowledge of Spanish (Level C) and Limited knowledge of English (Level B).

Technical/Functional Skills

  • Experience in projects implemented in collaboration with national and provincial public entities.
  • Skills in strategic planning, preparation and monitoring of work plans.

  • Work experience in more than one location or area of work, particularly in field positions is desirable.
  • Extent and relevance of experience in the full project cycle.
  • Amplitude and relevance in coordinating multidisciplinary teams.
  • Familiarity with the logical framework-based planning methodology and results-based strategic planning.
  • Flexibility to carry out field missions.
  • Excellent communication and writing skills.
  • Work experience in FAO projects or other International Organizations will be considered as an added value.
