Contract

Background

Institutional Arrangements:

  • The Contractor will work from home
  • The Contractor will report to the Regional Coordinator for LAC, based in Panama City, Panama
  • The Contractor will be given access to relevant information necessary for the execution of the tasks under this assignment
  • The Contractor will be responsible for providing her/his own work station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to reliable internet connection
  • Given the global consultations to be undertaken during this assignment, Contractor is expected to be reasonably flexible with his/her availability for such consultations taking into consideration different time zones.

Office/Unit/Project Description:

UNDP’s Strategic Plan emphasizes the critical links between environmental sustainability, climate change mitigation and adaptation, and broader efforts to achieve the goals of the 2030 Agenda and Paris Agreement. UNDP’s Nature, Climate Change, and Energy (NCE) Team promotes and scales up integrated whole-of-governance approaches and nature-based solutions that reduce poverty and inequalities, strengthen livelihoods and inclusive growth, and promote more resilient governance systems.

The NCE Team works with governments, civil society, and private sector partners to integrate natural capital, environment and climate concerns into national and sector planning and inclusive growth policies; support country obligations under Multilateral Environmental Agreements. The portfolio encompasses: Biodiversity and Ecosystem Services; Sustainable Land Management and Desertification; Water and Ocean Governance; Climate Change Mitigation and Adaptation; Renewable and Modern Energy; Extractive Industries; Chemicals and Waste Management; Environmental Governance and Green/Circular Economy. This work advances crosscutting themes on innovative finance, digital transformation, capacity development, human rights, gender equality, health, technology, and South-South learning.

Sound chemical and waste management could reduce the risks of exposure to hazardous chemicals and protect the human health and environment. UNDP Montreal Protocol/chemical Unit focuses on providing policy and technical advisory, design and implementation oversight to the chemical projects funded by GEF, MLF, and bilateral donors. Currently, UNDP supports 85 countries in meeting their obligations under the Montreal Protocol, Stockholm convention, Minamata convention, as well as strategic approach of international chemical management (SAICM). UNDP has been on the forefront of efforts to advance the Kigali Amendment to tackle the climate change and improve cooling efficiency by partnering with developing countries, MLF, GEF, K-CEP, CCAC, Cool Coalition, bilateral donors and private sectors. UNDP’s Chemicals and Waste Programme helps client countries improve their capacities for sustainable production and consumption, clean air action plan, integrated waste management (healthcare waste, E-waste, plastics), sustainable and non-chemical development in SIDS, promotion of Green/Circular Economy, resource efficiency, good practice in Artisanal and Gold Mining sector (ASGM).

Under the Montreal Protocol, the Article 5 countries committed to phase-out its ODS consumption. Furthermore, the Parties to the Montreal Protocol agreed under the Decision XIX/6 on the “Adjustment to the Montreal Protocol with regard to Annex C, Group I substances (HCFCs)” to “accelerate the phase-out of production and consumption of the hydrochlorofluorcarbons (HCFCs)”, and the Article 5 (A5) countries have been requested by the ExCom to adopt a staged approach to the implementation of their HCFC Phase-out Management Plans (HPMP).

Furthermore, in order to further protect the climate and the ozone layer, in October of 2016, during the 28th Meeting of the Parties to the Montreal Protocol on Substances that Deplete the Ozone Layer, more than 170 countries agreed to amend the Protocol. The Kigali Agreement establishes specific targets and timetables to phase-down the production and consumption of HFCs, and carries an agreement by developed countries to help finance the transition of developing countries to climate-friendly substances, through a global commitment that will avoid more than 80 billion metric tons of carbon dioxide equivalent emissions by 2050.

Travel:

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements. The Expert in Montreal Protocol Implementation will work with UNDP, under the direct coordination of the UNDP MPU Regional Programme Coordinator for LAC in supporting countries where UNDP implements the Montreal Protocol.

Duties and Responsibilities

The consultant is expected to provide services outlined in below. It is estimated that 100% time will be needed from for the duration of the contract. It is expected that the Expert guides activities including, but not limited to:

1. Preparation of HFC-Phasedown Management Plans (KIPs) (30% time)

  • Support the collection, analysis and synthesizing of data and information on HFC consumption and sector profiles (taking into consideration information already available through performed surveys on ODS & HFCs alternatives), the development of an estimated HFC baseline, and projections of HFC consumption growth across the relevant sectors.
  • Develop an analysis framework that allows the diagnosis of the country's strengths and weaknesses for the implementation of the Kigali agreement.
  • Provide the information needed for the development of the a KPMP, institutional and management framework for controlling HFCs and complying with the Kigali Amendment, outline the approach to be taken to address HFCs in the relevant sectors, identify alternative technologies when possible, outline potential linkages with the HCFC phase-out, and identify potential priority areas for phasing down HFCs
  • Support the development of country-specific activities aimed at supporting institutional arrangements, the review of licensing systems, data reporting on HFC consumption and production

    2. Review the licensing and quota systems applied to ODS and pure and blends of HFCs (10% time)

  • Assist in the preparation, update or revision of customs code for HFCs

  • Assist in the review of trade Systems for ODS and HFCs control
  • Support the review and improvement of customs capabilities in the control of ODS and needs for the control of HFCs
  • Conduct trainings for National Ozone Offices for the implementation of the Kigali amendment

    3. Support National Ozone Units in the preparation of a work plan to improve or build capacities for the implementation of the Kigali agreement (10% time)

  • Provide technical support to the National Ozone Units to review the legal framework and to liaise with the national institutions involved in the ratification process of the Kigali Amendment in order to speed up the implementation of the Amendment and assure that the correct information and legal support is delivered to the decision makers.

  • Assist on the development of Guidelines for a certification process for RAC technicians

    4. Support in the implementation of pilot projects for the adoption of alternative technologies in RAC (10% time)

  • Support the development of demonstration and non-investment activities for HFC Phasedown

  • Identify existing barriers to the adoption of alternative technologies to HFCs (such as local availability, standards, security codes, etc.), promote technical activities to eliminate these barriers and generate the necessary conditions for the promotion of alternative substances that are friendly to the environment to increase the technical knowledge of the NOU, the control entities and the consumer sectors of HFCs for the gradual adoption of alternative substances (in the sectors of refrigeration, firefighting, MDI, among others).
  • Promote the development of 1) national initiatives on Climate Change and its relationship with the Kigali Amendment and 2) national initiatives on WEEE and energy efficiency for the introduction of low-GWP Cooling alternatives.

    5. Specific activities/reports related to the implementation of the Montreal Protocol (40% time)

  • Support ozone units in the implementation and development of all Montreal Protocol related activities such as HPMP development, reports, etc.

  • Undertake annual verification of HPMPs implementation and HCFCs consumption in accordance with the guidelines issued by the Multilateral Fund.
  • Prepare HPMP projects and tranches for submission to the ExCom.
  • Prepare IS projects for submission to the ExCom.
  • Review current Legal Framework for the implementation of the Montreal Protocol and provide recommendations for adjustments when needed.
  • Provide technical support on RAC technologies and undertake virtual meetings with UNDP country offices and National Ozone Units for clarifications of technical specifications for equipment investments in the Montreal Protocol Projects.
  • Lead LTA on the equipment procurement process for successful implementation of Montreal Protocol projects.
