Result of Service

The ultimate result of consultancy is the completion of the verification exercise and submission of the detailed verification reports for Eritrea, Ethiopia, and Liberia on its consumption of HCFCs during the period January-December 2020, 2021,2022, and 2023 considering various rules/guidance of the Executive Committee of the Multilateral Fund.

Duties and Responsibilities

  1. A consultant is required to support the completion of the development of Verification Report on the implementation of the HCFC phase-out management plan in Eritrea, Ethiopia, and Liberia (ERI/PHA/92/TAS/26, S1-32IML-001035; SB-023791.01.02.01; ETH/PHA/92/TAS/38, S1-32IML-001036; SB-023791.09.01.01; LIR/PHA/92/TAS/35, S1-32IML-001037; SB-023791.05.02.01)

UNEP is an Implementing Agency of the Multilateral Fund for the Implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer. UNEP’s OzonAction’s Compliance Action Programme (CAP) provides global management services to ensure that National Ozone Units (NOUs) are provided adequate advisory services, capacity building and technical assistance to implement activities approved by the Multilateral Fund’s Executive Committee. At the same time, the global programme management services ensure that the Executive Committee receives timely, accurate, relevant and high-quality project proposals, financial and substantive reports, and information about the implementation of actions on the ground.

At the 92nd Meeting of the Ex-Com in June 2023, the Ex-Com approved funding for conducting verification of national HCFC consumption for 2020 to 2023 as part of the activities for the implementation of HPMP in Eritrea, Ethiopia, and Liberia (ERI/PHA/92/TAS/26, ETH/PHA/92/TAS/38, LIR/PHA/92/TAS/35).

These approved projects are for UNEP to implement, and it is separate from Eritrea’s, Ethiopia’s, and Liberia’s HPMP project. The Ex-Com further decided that the verification reports should be submitted 60 days prior to the applicable Ex-Com meeting for which the funding is being requested. The implementation of this verification will be coordinated by Mr. Patrick Salifu, Regional Montreal Protocol Coordinator for Anglophone Network, UN Environment Programme (UNEP), Africa Office.

UNEP Africa Office is therefore recruiting an independent consultant to conduct verification of actual consumption of Annex C, Group I chemicals (HCFCs) during January-December 2020, 2021,2022, and 2023 and preparation of the verification report considering various rules/guidance of the Ex-com.

Qualifications/special skills

Advanced university degree (master’s degree or equivalent) in engineering or environmental science or related area is required. A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advance degree. A minimum of 5 years of progressively responsible experience in engineering, environmental science, or related field is required Knowledge of technical issues of ozone depleting substances, experience in the implementation of Montreal Protocol activities and experience in data collection, review and management at the national level regarding HCFCs or related substances is an added advantage.

Languages

English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Working knowledge of another UN language is desirable.
