The Government of Serbia has recognized that quality Early Childhood Education and Care programs play a critical role in laying the necessary foundation for skills and competency development early on, and for narrowing the equity gap in accessing education access. In order to strengthen the capacities of pre-schools for the implementation of the new pre-school curriculum framework (PCF), the Ministry of Education (MoE) has in cooperation with UNICEF, rolled out a comprehensive capacity building programme for pre-school professionals (teachers, expert associates, and directors). To ensure continuity and smooth transition from preschool to primary school, online training for primary school teachers and expert associates was developed and posted at the National Teachers Platform of the Institute for Improvement of Education. So far, more than 16,000 preschool professionals have participated in five days training, mentoring support has been provided to all public preschools, while in the third phase, preschools are benefiting from the two models of horizontal exchange.

In 2023, online trainings will be implemented to reach the full coverage of preschool teachers with the basic training package for the implementation of the new PCF and, while all pedagogues and psychologists and coordinators of the primary school teachers will participate in the online training related to education transition. There is a need to adapt the current moderated online training into the self-paced training that would be available free of charge for any newly employed professionals in the preschool education in the coming years. Through this consultancy, the necessary support for the implementation of existing online trainings for new cohorts of preschool and school professionals will be provided, as well as to design the current moderated online training into a self-paced training.

Work Assignment Overview:

The consultant will be expected to prepare digital tools embedded in the online trainings to ensure timely enrolment and quality user experience of around 6,000 preschool and school professionals by using various integrated digital tools within the online trainings, as well as to design proper technical solutions for the self-paced training package for the new PCF implementation.

Duration of the assignment: January – November 2023 (remote, part-time)

Task description:

Task 1: Prepare sets of digital tools for online trainings for around 6,000 participants (clean and insert 14 mentimeters, 3 padlets, 2 concept boards, 2 google questionaries and 4 forums per set).

Deliverables:

1.1. Sets for around 100 groups ready by the end of March 2023.

1.2. Sets for around 100 groups ready for the period from April to the end of June 2023.

Task 2: Design technical aspects of the self-paced online training on new PCF.

Deliverable: Self-paced online training on new PCF available at the IIE learning platform until the end of September 2023.

Task 3: Design new e-learning materials for supporting preschool professionals in the implementation of the new PCF.

Deliverable: New e-learning materials for supporting preschool professionals in implementation of new PCF available on IIE e-learning platforms until the end of November 2023.

Knowledge/Expertise/Skills required:

  • University degree in Computer Science, Software Engineering or similar.
  • Five or more years of working experience with Moodle in development and maintaining of online trainings.
  • Proven working experience with using educational digital tools such as Mentimeter, Padlet, Conceptboard, Google questionnaires and similar.
  • Relevant work experience with education institutions and/or databases related to the education sector.
  • Experience with developing and/or maintaining a Continued Learning Platform for Educators.
  • Knowledge of the new PCF.
  • Ability to meet tight deadlines through excellent time management and organization skills.
  • Fluency in Serbian and good knowledge of English.

It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
