In order to strengthen the capacities of pre-school teachers for the implementation of the new pre-school curriculum framework (PCF), the Ministry of Education, Science and Technological Development (MoESTD) has, in cooperation with UNICEF, rolled out a comprehensive capacity building programme for 12,000 pre-school teachers. The capacity building program has been implemented in phases since 2019 until 2022, following the phased introduction of the new PCF as envisaged by the Rulebook on PCF.

The mechanism envisaged to reach so many teachers is the “cascade training model”, e.g. to train core trainers, which will then form training pairs with pre-school teachers and expert associates for further dissemination of the training. So far, 5,000 preschool professionals (teachers, expert associates and directors) have participated in five-days trainings, and mentoring support has been provided to 33 preschools, while the two models of horizontal exchange have been developed.

During the 2020 and 2021, the practitioners from some of the preschools have attended planed in-person trainings in online format, due to the epidemiological situation caused by the Covid-19 pandemic. Trainings in online format have been developed in cooperation with the Institute for Pedagogy and Andragogy and the Institute for Improvement of Education (IIE). With UNICEF’s support, IIE has been providing continuous technical support to preschool professionals to successfully enrol and complete the online trainings.

Based on the experience of the implementation of online trainings in 2020 and the current epidemiological situation, there is a need to support the IIE to create sufficient number of copies of online trainings and to prepare all digital tools inserted in the trainings to be ready for another use. At the same time, the project foreseen the online training to be held for 1,300 expert associates from primary schools and there is a need for creation of the new online training tailored made for the school context and needs of expert associates.

Work Assignment Overview:

Through this consultancy, the necessary support for the preparation of existing online trainings for new cohorts of preschool practitioners will be provided, as well as the support to design new online trainings for schools.

To ensure timely enrolment of the new cohorts of preschool practitioners and quality user experience by using various integrated digital tools within the online trainings, as well as the proper design of the training related to the new PCF for primary school expert associates, an expert for e-learning design will be engaged to support the implementation of the Capacity Building Programme for PCF Implementation in Serbia.

Duration of the assignment: September 2021 – December 2022 (up to 60 workdays)

Detailed task description:

Task 1: Prepare sets of digital tools for online trainings for each group of 30 preschool practitioners (depending on the epidemiological situation, there will be a need for between 60 and 150 sets in 2021).

Activities:

  • Training Concept of the new PCF: clean and insert 11 mentimeters, 1 padlet, 1 conceptboard and 9 forums

  • Training Development of real programme: clean and insert 3 mentimeters, 2 padlets, 2 conceptboards, 2 google questionaries and 4 forums

  • Preparation of the new digital tools and their integration in new sets

Deliverables:

  • Sets of trainings timely ready for each group

Timeline: until December 2022 (up to 40 workdays)

Task 2: Design an online training on new PCF for expert associates from schools

Activities:

  • Participate in consultation process with the MoESTD, World Bank Project Implementation Unit, UNICEF and the consultant who will be engaged to develop the content of the online training

  • Adapt materials for the training of expert associates from schools to be used in online format

  • Participate in the testing of the training

  • Maintain digital tools within the online training

Deliverables:

  • IT aspect of the online training is developed

Timeline: until October 2021 (up to 20 workdays)

Knowledge/Expertise/Skills required:

  • University degree in Computer Science, Software Engineering or similar.
  • Five or more years of working experience with Moodle in development and maintaining of online trainings.
  • Proven working experience with using educational digital tools such as Mentimeter, Padlet, Conceptboard, Google questionnaires and similar.
  • Relevant work experience with education institutions and/or databases related to the education sector.
  • Experience with developing and/or maintaining a Continued Learning Platform for Educators.
  • Knowledge of the new PCF.
  • Ability to meet tight deadlines through excellent time management and organization skills.
  • Fluency in Serbian and English language.
