Organizational Setting

The Fisheries and Aquaculture Division (NFI) is responsible for the economic, social, institutional, governance and policy aspects of FAO's activities related to fisheries and aquaculture and their development, with particular emphasis on human well-being, food security and poverty reduction; post-harvest utilization, marketing and trade with due regard to the protection of the environment, food security and well-being of fishing communities; collection, compilation, validation, trend analysis and dissemination of the best available and up-to-date fishery statistics and for the dissemination of FAO’s information on all aspects of world fisheries and aquaculture. The Division is also responsible for FAO's activities related to the management and conservation of the living aquatic resources used by fisheries and aquaculture, including the biodiversity and ecosystem maintenance, with particular emphasis on most vulnerable and threatened species and habitats; management of responsible fisheries and aquaculture in accordance with modern management standards and best practices; development of fisheries technology, with due regard to the protection of the environment, food security and well-being of fishing communities, including the safety of fishers and fishing vessels.

The Indian Ocean Tuna Commission (IOTC) is a regional fisheries management organization (RFMO) established in 1993 under the provisions of Article XIV of the Constitution of the Food and Agriculture Organization of the United Nations (FAO). The IOTC’s objective is to promote cooperation among the Contracting Parties (Members) and Cooperating Non-Contracting Parties of the IOTC with a view to ensuring, through appropriate management, the conservation and optimum utilisation of stocks covered by the organisation’ s establishing Agreement and encouraging sustainable development of fisheries based on this Agreement. The IOTC implements its policy and activities through its secretariat, based in Seychelles.

The incumbent will have overall responsibility for planning, coordination and administration of the Commission in accordance with the Agreement and the decisions of the Commission.

(*) The term of Office of the IOTC Executive Secretary is three years, renewable for two further terms of three years each.

Reporting Lines

The Executive Secretary of the Indian Ocean Tuna Commission (IOTC) reports to the Director of the FAO Fisheries and Aquaculture Division (NFI).

Summary of Duties and Functions

The Executive Secretary of the Indian Ocean Tuna Commission is responsible for the implementation of the policies and activities of the Commission and reports thereon to the Commission. In particular, the incumbent will:

  • receive and transmit the Commission's official communications;
  • maintain high-level contacts with appropriate government officials, fishery institutions and international organizations concerned with tuna fisheries to facilitate consultation and cooperation between them on information collection and analysis;
  • maintain an active and effective network of national focal points for routine communication of progress and results of the activities of the Commission;
  • prepare and implement work programmes, prepare budgets and ensure timely reporting to the Commission;
  • authorize disbursement of funds in accordance with the Commission's budget;
  • account for the funds of the Commission;
  • stimulate interest among Members of the Commission and potential donors in the activities of the Commission and in possible financing or in implementing pilot projects and complementary activities;
  • promote, facilitate and monitor the development of databases for resource assessment and biological and socioeconomic research to provide a sound basis for conservation management;
  • coordinate the Members' programmes of research when required;
  • organize sessions of the Commission and its subsidiary bodies and other related ad hoc meetings, and to maintain records of the proceedings;
  • prepare background papers and a report on the Commission's activities and the programme of work for submission to the Commission at the regular sessions, and arrange the subsequent publication of the report and the proceedings of the Commission as well as its subsidiary bodies and related ad hoc meetings;
  • perform other related duties as required by the Commission.

Minimum Requirements

  • Advanced University Degree in fisheries biology, fisheries science, economics, or related fields.
  • At least fifteen years of experience in fisheries management and policy formulation, preferably in bilateral and international relations, including knowledge of regional fisheries organizations.
  • Extensive professional experience in planning, organizing and coordinating work programmes relevant to the activities of the Commission, and in management and provision of budgetary oversight for programme delivery and the organization of international meetings.
  • Working knowledge of either English or French. Preference may be given to candidates who have working knowledge of both languages.
  • Ability to work effectively with people of different national and cultural backgrounds in an international setting.
