The Covid-19 pandemic has resulted in much loss of life and suffering, shocked economies, widened social inequities, and exposed the longstanding vulnerabilities of health systems. Tools to limit and end the pandemic, including vaccines, diagnostics, and treatments, have been developed, but access has been highly inequitable – most notably vaccines.

Over the past year, the constrained supply of Covid-19 vaccines and inequitable distribution have been the major impediment to increasing vaccination coverage, with low- and lower-middle-income countries falling far behind country vaccination targets.

The COVAX partnership Country Readiness and Delivery (CRD) Team was established in the spring of 2020 and has supported countries worldwide to introduce and deploy the Covid-19 vaccine in less than a year, an unprecedented achievement. In the fourth quarter of 2021, the vaccine supply for low and lower-middle-income countries increased rapidly due to dose donations and increased supply of doses procured through COVAX and Africa Vaccine Acquisition Trust (AVAT). However, in a limited group of countries, the increase in supply exceeds the current programmatic capacity to deliver those vaccines into people’s arms at a rate commensurate with supply availability and vaccination goals.

In January 2022, UNICEF, WHO, and Gavi appointed a Global Lead Coordinator for the Covid-19 Vaccine Country Readiness and Delivery to strengthen and expand the COVAX delivery effort by enhancing and elevating the Covid vaccine delivery coordination structure. Following a high-level Delivery Retreat in January 2022 with COVAX and core partners, including Africa CDC, Africa Alliance, and the World Bank, the former CRD workstream evolved into a new Covid-19 Vaccine Delivery Partnership – a global/regional coordination mechanism to identify bottlenecks and accelerate vaccine roll out in countries falling the furthest behind.

For every child, a hope….

The incumbent is responsible for supporting the Executive Office in managing an effective system for incoming information, including correspondence, decision memos and other institutional documents that together constitute an important part of the Covid19 Vaccine Delivery Partnership’s files and archive. The correspondence and other key documents pertaining to the goals of the team will be handled in a systematic and organized manner. Lastly, the Executive Officer will directly support the Global Lead Coordinator with travel arrangements and other administrative tasks as needed, and in close coordination and alignment with all other staff of the Covid-19 Vaccine Delivery Partnership.

The Executive Officer liaises with colleagues within the CoVDP, at HQs, and in the field, on matters of non-routine significance in order to prepare documents for the supervisor, manage the flow of information, and maintain strong coordination and information flow. Regular contacts with external parties are made to provide the supervisor’s contacts with background information on relevant topics prior to meetings, to respond queries on behalf of the supervisor at his/her discretion and to obtain assistance of others on matters relevant to the office.

How can you make a difference?

Support to Executive Office priority setting and decision making

  • Assist in managing the flow of information to the supervisor, in identifying priority matters,
  • Support in analyzing documentation and flag urgent matters to be addressed by the Global Lead Coordinator,
  • Support the Chief of staff in ensuring that the supervisor is prepared for meetings and missions,
  • Develop and maintain a monitoring system to store, retrieve and track critical correspondence, decisions, memoranda, and other documents of the Partnership,
  • Ensure notetaking, capturing and following up on decisions for action.

Support for events, meetings, conferences, and scheduling

  • Prepare, distribute and maintain office event calendars ensuring key organizational coordination with Partners, events, priorities, and deadlines are reflected and updated as required,
  • Contribute to preparation of logistics for events involving senior management participation. By participating in such meetings, follow up on the implementation of recommendations and actions by the relevant offices,
  • Support in preparation of background documents and material for these meetings (agendas, meeting objectives, list of participants, etc).

Support to travels and other administrative tasks

  • Arrange travels and related logistics, in coordination with relevant parties within the CoVDP and beyond and in destination countries.
  • Coordinate operational and administrative tasks relevant to the work of the Global Lead Coordinator and perform any administrative and support tasks as required.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master's) in International Relations, Political Science, Public Administration, or other relevant disciplines is required.
  • A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of two years of relevant professional work experience in external relations, public affairs, or international development cooperation, preferably within the UN, or in a government institution, or NGO is required.
  • Prior experience of working in coordination, planning, or in an executive office dealing with multiple partners and offices will be an asset.
  • Fluency in English (written and verbal) is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.
