You have:

JOB OVERVIEW

The Executive, Monitoring and Evaluation will play a crucial role in ensuring the quality and effectiveness of data collection, analysis, and reporting within the Differentiated HIV Services for Key Populations (DHSKP) program. This role is responsible for maintaining the Health Information Management System (HIMS), conducting daily monitoring of program data, analyzing trends, supporting digital interventions, and ensuring timely and accurate reporting to stakeholders.

This role requires a dynamic individual with a strong background in digital health, project management, and a deep understanding of the use of technology in public health interventions, particularly related to key populations affected by HIV.

RESPONSIBILITIES & DUTIES

Data Management & Quality Assurance • Conduct daily monitoring of program data to ensure accuracy, completeness, and consistency. • Identify and resolve data discrepancies in collaboration with field teams. • Maintain and update the HIMS database and dashboard to align with project indicators (e.g., HIV testing rates, prevalence, commodities distributed, clients reached). • Ensure data privacy, security, and ethical standards are met in all reporting processes. • Assist in the development and refinement of data collection tools to improve accuracy and efficiency.

Data Analysis & Reporting • Perform quantitative and qualitative data analysis using Excel, SPSS, SAS, R, stata, or other data tools to identify trends and gaps. • Generate visual reports, including graphs, charts, and dashboards, to present key findings. • Generate impact assessment report for DHKSP program. • Prepare and submit timely monthly, quarterly, and annual reports to program management and stakeholders. • Support the creation of data dashboards to track performance against program targets and key population indicators. • Monitor and evaluate the impact of HIV self-testing interventions and make recommendations for improvement.

HIMS & Digital Tools Management • Oversee the implementation and maintenance of the Health Information Management System (HIMS) to ensure efficiency and accuracy in data collection and reporting. • Provide technical support and troubleshooting for HIMS and other relevant digital health tools. • Manage data entry and monitoring for the HIV self-testing portal and other digital interventions. • Work closely with program teams to improve the use of digital tools for service delivery and monitoring. • Coordinate with IT professionals, software developers, and relevant vendors to ensure the successful deployment of digital solutions. • Identify and implement process improvements for digital health systems to optimize data management.

Stakeholder Engagement • Collaborate with implementing partners, government agencies, and community-based organizations to ensure smooth implementation of the program. • Participate in stakeholder meetings to provide data-driven insights and recommendations. • Maintain effective communication with funders and partners to align program reporting with donor requirements. • Support advocacy efforts by providing relevant data to inform policy discussions. • Foster relationships with community leaders and organizations to enhance data collection efforts and service reach.

Program Support & Recommendations • Collaborate with program teams to integrate M&E frameworks into project design and implementation. • Provide data-driven recommendations to improve service delivery, such as identifying outreach hotspots and addressing PrEP access gaps. • Track program progress towards global and national HIV targets (e.g., 95-95-95 goals). • Assist in program evaluations and contribute to refining intervention strategies.

Community-Led Monitoring • Facilitate the development and implementation of community-led monitoring (CLM) systems. • Support the design and rollout of digital tools that allow community members to report on service delivery, challenges, and program outcomes. • Analyze community-generated data and integrate insights into program evaluations. • Organize feedback sessions with community members to ensure their concerns are addressed in program improvements.

Compliance & Capacity Building • Ensure compliance with ethical data collection and reporting standards, including client confidentiality. • Conduct training sessions for program staff, community health workers, and partners on using HIMS and other data management tools. • Promote a culture of data utilization across teams to inform strategic planning and service delivery improvements. • Support capacity-building initiatives to enhance data literacy and digital tool adoption among staff and partners.

Documentation & Learning • Maintain organized records of datasets, reports, and program adjustments. • Document lessons learned, best practices, and success stories to support knowledge-sharing and program development. • Contribute to the development of case studies and program evaluation reports. • Assist in compiling data and evidence for grant reporting and funding proposals.

Other M&E & Ad-hoc Tasks • Identify, assess, and implement additional M&E that can enhance the delivery of differentiated HIV services for key populations. • Stay informed about emerging M&E technologies and best practices and make recommendations for their integration into the DHSKP program. • Support the development of mobile-based surveys, digital tracking tools, and innovative M&E solutions.

Carry out any other duties as may be directed by the Executive Director of the Malaysian AIDS Council and Head of Programme to further the aims of MAF.
