OBJECTIVES OF THE PROGRAMME

To assist Deputy Head of Country Office and NPO-Planning and Monitoring while collaborating with the national authorities in health development in the country through strengthening health planning and management of Programme Budget and Operational Planning. To assist in promoting activities for national health policy development, health for all and national health programmes towards sustainable health development, ensuring effective utilization of WHO resources within the WHO managerial framework, optimization and mobilization of internal and external resources for national health development. To assist in cooperation and coordination with international agencies in health and health related work, development and management of WHO programmes in consultation with national authorities.

DESCRIPTION OF DUTIES

Under the direct supervision of Deputy Head of Country Office, in coordination with NPO Planning and Monitoring, and general guidance of WHO Representative to Myanmar, the incumbent shall perform the following duties:

1. Assist WCO, Deputy Head of Country Office and NPO- Planning and Monitoring in the area of programme planning and administrative support;

2. Support WCO planning team and technical teams during development of biennium workplans;

3. Assist in the regular review and monitoring implementation of collaborative workplans including review of the unbudgeted and undistributed awards;

4. Regular review and monitoring of planned cost against available funds and prepare Programme Change Requests in conformity with Budget Ceilings as per requirement;

5. Coordinate and collaborate with PPC and BFU offices in the HR position mapping matters;

6. Support the Mid Term Review, End of Biennium Reviews in Output Score Card Tool and related reporting requirements;

7. Support to facilitate Regional Director's approval on new award creation and award amendment in Contributors Engagement Management (CEM) System by coordinating Partnerships and Resource Mobilization Unit, SEARO;

8. Maintain unit reference databases of all the important documents, office records, filings, address list of national programme managers from the Ministry of Health, and implementing partners;

9. Provide administrative support to planning meetings;

10. Support WHO Governing Body meetings and other high-level meetings participated by Ministry of Health and delegates;

11. Act as a focal person to update the re-designation of Project Approver roles, Output Responsible Manager names, Task Manager names for WCO Myanmar in ERP; and

12. Perform any other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school.

Experience

Essential: Minimum 10 years of relevant experience in administrative work including experience in information analysis, programme development, programme planning & administrative support. Desirable: Experience of working with UN agencies or international organizations with similar responsibilities.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 19,090 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
