OBJECTIVES OF THE PROGRAMME

The overall goal of the WHO Country Office, Cambodia is to support health development by ensuring a functional health care system that has the capacity to deliver responsive quality services that are accessible, affordable and equitable for all populations of Cambodia.

The administrative unit supports the office of the Head of WHO Country Office, Cambodia (HWO), with all the administrative requirements needed to achieve WHO goals.

DESCRIPTION OF DUTIES

Under the general supervision and guidance of the Head of WHO Country Office, Cambodia (HWO), the incumbent performs the following duties:

1. Provides administrative assistance and support to HWO

a) Arranges appointments and maintains supervisor's calendar, receives high-ranking visitors, places and screens telephone calls and answers enquiries with discretion;

b) Organizes high-level meetings with high ranking officials including arranging of official receptions given by the HWO;

c) Prepares briefing materials for supervisor for use on official trips or special meetings;

d) Drafts responses to written correspondences, documents and reports, etc., some of which are highly confidential; Selects and makes pertinent abstracts and undertakes searches for information;

e) Makes travel arrangements for the supervisor and performs liaison duties with other offices;

2. Organizes and facilitates administrative work of the office of HWO

a) Records, screens and routes correspondences, maintaining internal procedures and tracking system for correspondence and documents;

b) Maintains records of important documents, reports, instructions and policy, confidential and general management files;

c) Maintains directory of names, address and telephone numbers of ministers, government officials and members of diplomatic corps;

d) Manages the immediate office with respect to communications, meetings and work flow; coordinates the secretarial services of the office, distributes special assignments to other secretaries and reviews correspondence for the supervisor's signature; briefs and trains new secretaries and gives guidance to other secretaries on office procedures and the preparation of letters, memo and other forms of correspondences;

3. Participates in the organizational and preparation of staff meetings or special meetings and takes minutes and/or notes;

4. Prepares informal translations and may act as interpreter;

5. Assists in the administrative arrangements on meetings, conferences, workshops and training courses for national and WHO staff;

6. Assists in organizing staff development and learning, trainings and workshops for staff in the Country Office;

7. Arrange WHO sponsored travel of Minister or senior officials including delegation to the World Health Assembly and Regional Committee meeting; and

8. Performs other related duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: Equivalent to graduation from secondary school with thorough training in administrative and secretarial practices. Desirable: University degree with additional training in management, finance and administration.

Experience

Essential: At least eight years of progressive experience in secretarial/administrative work. Desirable: Experience in WHO or in another international organization.

Skills

  • Thorough knowledge of office procedures and ability to acquire knowledge of WHO procedures, rules and regulations.
  • Ability to discern routine from non-routine; ability to draft correspondence, summary of meetings and notes for record; tact and diplomacy; knowledge of protocol; typing skills and ability to use computer and adapt to varoious software applications.
  • Ability to work harmoniously as a member of a team, adapt to diverse cultural and educational backgrounds and maintain a high standard of personal conduct.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at USD 21,116 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
