In August 2021, the Ministry of Labor, Employment, Veteran and Social Affairs established a Working Group inviting relevant stakeholders (National Employment Office, UNICEF, Belgrade Opens School, SIPRU team, Serbian Association of Employers, Confederation of Autonomous Trade Unions of Serbia, Prime minister office) to jointly discuss the options for improving situation in the field of work practices. The Working Group concluded that changes in legislation and public policies are needed, in order to regulate and promote work practices as a mechanism for increasing youth employment in Serbia. In this regard, it is necessary to conduct an ex-ante analysis of the effects of the potential solutions for law on professional practices in Serbia and the situation in this field, reviewing also good practices and compliance with international standards.

Scope of Work:

Conduct a detailed ex-ante analysis of the effect of Law on Work Practices in consultation with all actors in the field of work practices in the Republic of Serbia, in line with the Law on the Planning System and according to the Regulation on the methodology of public policy management, impact analysis of public policies and regulations, and the content of individual public policy documents (hereinafter: Regulation). It is expected that the selected consultant will work in close cooperation with the Head of the Department for Normative and Study-Analytical Affairs in the Field of Work at the MoLEVSA, UNICEF Youth and Adolescent Development Specialist, as well as a representative of the Republic Secretariat for Public Policies. The consultant is also expected to involve all members of Working group (National Employment Office, UNICEF, Belgrade Opens School, SIPRU team, Serbian Association of Employers, Confederation of Autonomous Trade Unions of Serbia, Prime minister office) as well as the business community, civil society and others interested actors. It is necessary to coordinate findings and recommendations with the Working Group and accordingly introduce additional data in the ex-ante analysis. The selected consultant will report to the UNICEF Youth and Adolescent Development Specialist, who is accountable for all contracts signed by UNICEF, but with engagement of the Head of the Department for Normative and Study-Analytical Affairs in the Field of Work at the MoLEVSA.

Work Assignment Overview:

  1. Create the activity plan for conducting an ex ante-analysis of the impact of the Law on work practices in the Republic of Serbia;
  2. Implement consultative processes with all identified actors that are in close cooperation with MOLEVSA, UNICEF, as well as the Working Group for the Law on work practices in the Republic of Serbia.
  3. Create a draft version of the report on the conducted an ex-ante analysis
  4. Determine the type of public policy document and / or regulations that need to be drafted or amended; analyze the effects of new solutions in these regulations.
  5. Actively participate in the process of consultation and presentation of the main findings of the Analysis of the effects of the Law on work practices and the situation in the field of Law on work practices in the Republic of Serbia.
  6. Identify, collect and address all opinions and/or comments received within the consultation process in close cooperation with MOLEVSA, UNICEF and the Working Group for the Law on work practices and the situation in the field of work practices in the Republic of Serbia.
  7. Finalize a Report on the conducted ex-ante analysis of the impact of the Law on work practices in the Republic of Serbia, which will also contain precise answers to the relevant questions from Annex 2-10 of the Regulation of the drafting regulations case.

Knowledge/Expertise/Skills required:

  • University degree in social, legal, human, economics or related sciences;
  • At least 5 years of work experience in the relevant field (preferably different policy issues - design, evaluation, monitoring and evaluation);
  • Extensive experience with proven records in the preparation of at least two analyses of the impact assessment of strategic policy documents;
  • Excellent understanding of policy, institutional and legal frameworks in the Republic of Serbia;
  • Experience in working with national and international stakeholders (civil society, public administration, social partners, local organizations, etc.);
  • Excellent knowledge of the Law on the planning system in Serbia and accompanying bylaws;
  • Excellent knowledge of both Serbian and English;
  • Good analytical, writing and reporting skills;
  • Excellent communication skills.
