Duties and Responsibilities Background: UNDRR was established in 1999 as a dedicated secretariat to facilitate the implementation of the International Strategy for Disaster Reduction (ISDR). It is mandated by the United Nations General Assembly resolution (56/195), to serve as the focal point in the United Nations system for the coordination of disaster reduction and to ensure synergies among the disaster reduction activities of the United Nations system and regional organizations and activities in socio-economic and humanitarian fields. Upon the adoption of the Sendai Framework for Disaster Risk Reduction 2015-2030 by all UN member states in March 2015, UNDRR was tasked by the UN General Assembly to support the implementation, follow-up and review of the Framework. As a part of its normative mandate, UNDRR is supporting countries, in particular in least developed and small island countries, in the development, implementation and monitoring of progress of national and local disaster risk reduction strategies. UNDRR thereby focuses particularly on ensuring a comprehensive and inclusive approach to disaster risk reduction, in raising awareness and engaging representatives of all relevant stakeholder groups in the strategy discussions.

Anticipatory action (AA) has increasingly gained traction in recent years given its potential to greatly reduce the multifaceted impacts of disasters, alleviate pressures on humanitarian response needs, and build resilience of communities and systems. UNDRR’s Work Programme 2022-23 recognizes the need to invest in preparedness of social protection systems to engage in AA, especially in fragile and disaster-prone settings, as well as engage with UN and other partners in select countries to support improved knowledge of the drivers of risk, to inform anticipatory finance instruments. To do so, UNDRR aims to leverage its role as a convenor and its expertise in developing normative guidance, to provide technical assistance and build capacities at national and regional levels for anticipatory finance. This consultancy will support the development of some building blocks for anticipatory finance.

Duties and Responsibilities:

Reporting to the Deputy Chief of Branch, Intergovernmental Processes, Interagency Cooperation and Partnerships: - Support the delivery of tagging and tracking of Early Warning (EW) investments aimed to support the Early Warning for All (EW4ALL) initiative of United Nations Secretary General (UNSG). o Support the development of a taxonomy in consultation with relevant partners to support tagging to financial flows on EW o Support in initial data collection and development of a global financing flow analysis for EW.

  • Support the management of anticipatory finance sub-activities in close collaboration with other UNDRR units and relevant external partners. This will include: o Programme management support for coordination of expert reference group, development, and piloting of anticipatory finance diagnostic tool in one country; o Develop an investment case/value for money study for anticipatory action in fragile and crisis-affected contexts; o Support reporting requirements for anticipatory finance – Group 9 of UN SG Action Agenda on Internal Displacement, semi-annual donor reports, UNDRR annual report, and quarterly internal progress reports, amongst others; o Support advocacy and communication efforts to raise profile of UNDRR’s work on anticipatory finance using the upcoming reports on anticipatory finance, including providing talking points for speaking engagements; and o Support tracking of budget lines earmarked for anticipatory finance.

    Qualifications/special skills Academic Qualifications: Advanced university degree (Master's degree or equivalent) in planning, international development, economics, disaster management, civil engineering, or related area is required. A first-level university degree in combination with a minimum 2 additional years of qualifying experience may be accepted in lieu of the advanced university degree. - A minimum of 7 years of demonstrated experience and project references in the area of disaster risk reduction, infrastructure resilience, anticipatory action, sustainable development, climate change, financing, economic development or business administration or a related field is required. - Expertise in conducting research and analysis, programmes and project development and management, partnership development or a related area is required; - Expertise in organizing and managing meetings, consultations, and other events, in the private and public sphere is required; - Experience in the financial sector is desirable;

    Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English required.
