Background

UN Women Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Assignment Background:

Violence against women and girls (VAWG) is one of the most widespread violations of human rights worldwide, globally affecting around almost one in three women in her lifetime. Regional evidence suggests that a similar ratio applies in the Asia-Pacific region. Forms of VAWG may vary, and there are variations across sites, however, current available data indicates that in 2018, 19% of women in South Asia, 9% in Southeast Asia and between 19% and 30% in the Pacific experienced physical and/or sexual intimate partner violence in the past 12 months.

In Asia and the Pacific, UN Women engages in the area of Violence Against Women in a variety of forms, including through the regional projects to Eliminate Violence against Women and Girls in Asia and the Pacific, jointly funded by the Australian Department of Foreign Affairs and Trade and the Ministry of Foreign Affairs of the Republic of Korea. The project has a strong focus on the prevention of VAW, data and evidence building. It employs a multidimensional approach to preventing and responding to VAW by strengthening the capacity of institutions to implement legislation to prevent and end VAW; promoting transformative social norms, attitudes and behaviours at community and individual levels; and investing in the provision of essential services for survivors of violence. The project addresses VAW in schools, media, workplaces, sports and communities.

The United Nations Secretary-General’s UNiTE by 2030 to End Violence against Women Campaign calls on governments, civil society, women’s organizations, the private sector, the media and the entire UN System to join forces to end violence against women and girls, with a focus on five main outcomes:

  • Adoption and enforcement of national laws to address and punish all forms of violence against women and girls in line with international human rights standards;
  • Adoption and implementation of multi-sectoral national plans of action that emphasize prevention and are adequately resourced;
  • Establishment of data collection and analysis systems on the prevalence of various forms of violence against women and girls;
  • Establishment of national and/or local campaigns and the engagement of civil society in preventing violence against women and girls and supporting victims of violence against women and girls; and
  • Systematic efforts to address sexual violence in conflict situations.

The Generation Equality Action Coalitions are bringing together governments, women’s, feminist and youth-led organizations, international organizations, foundations and businesses to drive change. Through blueprints for action co-created by Action Coalition leaders, they are catalysing collective commitments; sparking global and local conversations between generations and across communities; and driving substantial increases in public and private funding. Through its emphasis on partnerships which centres civil society, the Action Coalition on GBV is mobilizing governments, civil society, international organizations, philanthropies and the private sector to deliver transformational progress towards the elimination and prevention of GBV through four concrete actions: (1) Creating enabling policy, legal and resource environments; (2) scaling up evidence driven prevention programming; (3) Scaling up comprehensive, accessible and quality services for survivors; and (4) Enabling and empowering autonomous girl-led & women’s rights organizations to exercise their expertise.

The United Nations Joint Global Programme on Essential Services for Women and Girls Subject to Violence, a partnership by UN Women, UNFPA, WHO, UNDP and UNODC, aims to provide greater access to a coordinated set of essential and quality multi-sectoral services for all women and girls who have experienced gender-based violence. Despite extensive commitment by women’s organizations, governments and other partners, many women and girls subjected to various forms of violence still lack access to essential services. This lack of access to such services by women and girls means that they continue to suffer from the physical and mental impacts of violence. To improve the quality of and access to essential multi-sectorial services UN Women has partnered with four UN agencies (UNFPA, WHO, UNDP and UNODC) to develop the Joint Global Programme on Essential Services.

Within this context, the End Violence against Women unit at UN Women Regional office for Asia and the Pacific (ROAP) strive to develop a greater degree of common understanding of violence against women and girls and how it could be eliminated through programmes, interventions, and advocacy campaigns. UN Women ROAP emphasizes the prevention of VAWG through transforming negative social norms and strengthening the availability of services to women survivors of violence. UN Women ROAP partners with the government, CSOs, academic institutes and feminist and youth leaders to advocate for ending violence, increase awareness of the causes and consequences of violence, build capacity of partners and promote the need for changing norms towards advancing gender equality and women’s rights.

The purpose of this consultancy is to ensure that the EVAW unite communication strategies, plans and products are creative, effective and aligned with corporate communications strategies and initiatives, including global and regional advocacy campaigns, international conferences and events. The consultant will be responsible for supporting the implementation of the EVAW unite media and communications strategy and convey UN Women’s commitment to ending violence against women and girls, while providing visibility to the EVAW unite programmes goals and effectively engaging with donors, partners, constituencies and other stakeholders.

The consultant will be supervised by the EVAW Unite at UN Women ROAP in Bangkok, Thailand and works in close collaboration with the unite team and other communication teams at UN Women.

Duties and Responsibilities

The consultant is expected to support the implementation of the communication and outreach/advocacy strategies and increase the EVAW unite visibility by developing human-interest stories capturing diverse voices and inspire positive change. The consultant will draft a range of communication assets, including news articles, op-eds, press releases & media advisories, briefing notes, fact sheets, talking points, stories, scripts and outlines for videos and visibility materials … etc.

Support in the implementation of the EVAW communication and outreach strategy:

  • Promote engagement with EVAW content online and with social media users.
  • Document events, success stories and case stories for wider circulation.
  • Support data-driven use of communication tools and strategies

Develop and disseminate communication assets on EVAW:

  • Support the development and production of communication assets and materials, including briefing materials, press releases, drafting articles, and managing dissemination.
  • Identify and propose information opportunities, media placements, activities, approaches, platforms and partners to engage audience on EVAW content.
  • Support the promotion and dissemination of advocacy materials, publications, and campaigns.
  • Develop thematic-specific pages on the UN Women ROAP website (knowledge hub, landing page, or other focused content to highlight stories and content) and coordinate the production of content
  • Support the development of key global, regional and national events in 2022 that should be highlighted on social media channels and develop assets to be adapted
  • Draft talking points, speeches, minutes, and proceedings for records.
  • Update contact lists for outreach and engagement on EVAW

Education:

Experience:

  • 5 years of increasingly responsible professional experience in the areas of strategic communication, public relations and social media
  • Solid experience in planning and / or executing public awareness campaigns.
  • Professional experience on gender equality and ending violence against women and girls.
  • Work experiences with the United Nations or/and other international organizations and the government.
  • Knowledge about gender equality, the empowerment of women and violence against women in Asia Pacific and familiarity with non-profit and/or international organizations is an advantage.

Language requirement:

Fluency in English, with strong writing and presentation skills. Knowledge of other Asian languages are an asset.

Contract period and work location

The consultant will be engaged over the period of March – June 2022. Deliverables from the consultant will be reviewed and approved by UN Women before they are considered final.
