Result of Service

The final evaluation report will be posted on ESCAP’s public website.

ESCAP management will use the findings and recommendations of the evaluation to enhance future project planning, inform programming and budgeting and report on achievements and results of ESCAP’s work to member States and donors.

Output/Work Assignments The following outputs will be delivered to the project manager at ESCAP: 1. Inception report detailing the approach of the evaluator, workplan and evaluation logical framework 2. Results of data collection exercise 3. First draft of evaluation report 4. Presentation (PPT) on findings, conclusions and recommendations 5. Final evaluation report 6. A two-page evaluation brief The draft evaluation report will be shared with key stakeholders prior to finalization.

The total consultancy fee is US$31,160. Payment schedule will be based on the completion of outputs as follows: • First payment of US$ 3,000 upon satisfactory completion of Output 1. • Second payment of US$ 15,000 upon satisfactory completion of Outputs 2-3. • Third (final) payment of US$ 13,160 upon satisfactory completion of Outputs 4-6.

Duties and Responsibilities

The purpose of the evaluation is to support accountability for results and to enable learning. It will generate information on the results achieved and lessons learned to inform future programme design and implementation of relevant ESCAP capacity development work. The main users of the evaluation results will be ESCAP, particularly the implementing division and the Donor, Bloomberg Philanthropies Data for Health Initiative. Other expected users include the project participating countries and implementing partners.

The objectives of the evaluation are to: 1) Assess the project performance against the evaluation criteria: effectiveness, relevance, efficiency, sustainability, gender and human rights mainstreaming, and any other cross-cutting issues, as deemed relevant; and 2) Formulate lessons learned and action-oriented recommendations to inform management decision-making and improve future project design and implementation.

The evaluation assesses the project's performance by examining its achievement of results, utilizing the project's results framework, its implementation processes, and the contextual factors involved. It aims to establish causal connections as much as possible, guided by the evaluation criteria and questions. The evaluation will be conducted in line with ESCAP Monitoring and Evaluation Policy and Guidelines and the United Nations Evaluation Group (UNEG) norms and standards for evaluation.

The project on “Getting everyone in the picture: strengthening civil registration and vital statistics systems in Asia and the Pacific (Phase IV)” was developed and implemented to support countries in the region to strengthen and improve CRVS systems through a wide variety of activities. Beginning in August 2022, the project built on lessons learned from earlier phases of the Data 4 Health initiative and other CRVS projects undertaken by the Statistics Division. The project’s primary goal was to facilitate the implementation of the Regional Action Framework for the Asia and the Pacific CRVS Decade (2015-2024) and the further commitments made in the Second Ministerial Declaration on Building a More Resilient Future with Inclusive Civil Registration and Vital Statistic.

ESCAP’s evaluation policy requires selected projects to be subject to an independent evaluation. Evaluation is an important function that seeks to determine as systematically and objectively as possible the impact, relevance, effectiveness, efficiency and sustainability of a project.

The evaluator will assume overall responsibility for carrying out the evaluation of the project. This includes, among other activities, managing the work, ensuring the quality of interviews and data collection, preparing and presenting the draft report, and producing the final report in line with standard templates provided by ESCAP.

Qualifications/special skills

Education: Postgraduate degree in Statistics, Social science, Economics, Business Administration, Public Management, Finance, Development or related areas.

Work experience: - Minimum 10 years of experience in evaluation of projects - A strong professional and technical foundation in evaluation, including familiarity with UNEG norms and standards. - Have knowledge of the United Nations System and its principles, values, goals and approaches. ESCAP also seeks to find evaluators who have experience with civil registration and vital statistics projects, ideally in Asia and the Pacific.

Languages

It is essential that the evaluator have an excellent command of the English language and should have demonstrated their ability to communicate results effectively.

Travel Details: Travel lump sum is included in the total consultancy fee and the consultant will cover and arrange his/her own travel.
