Duties and Responsibilities The United Nations Global Compact is the United Nations' voluntary corporate sustainability initiative in the areas of human rights, labour, the environment, and anti-corruption. It revolves around ten universal principles drawn from four key international instruments in these areas.

The Global Compact Office is the United Nations entity responsible for the overall management and coordination of the Global Compact initiative. It pursues two complementary objectives: (1) making the Global Compact and its principles part of business strategy and operations everywhere; and (2) facilitating cooperation among key stakeholders by promoting partnerships and collective action in support of United Nations, and the United Nations Sustainable Development Goals (SDGs).

The Evaluation Consultant (Evaluator) will support the evaluation of the Target Gender Equality Accelerator (TGE), an initiative of the United Nations Global Compact.

The evaluation objective is to assess the relevance, efficiency and effectiveness of the “Target Gender Equality” (TGE) Accelerator in the context of advancing the UN Global Compact’s 2021-2023 Strategy. The evaluation will focus on the extent to which implementation of this Accelerator in 2020-2022 has contributed to delivering its expected impact, as articulated in its narrative and mission.

Target Gender Equality aims to bridge the gap between business commitment and action by mobilizing and supporting 1000+ companies to set and meet ambitious targets for women’s representation and leadership in business. Run by the UN Global Compact in collaboration with Global Compact Local Networks, TGE brings together global insights and experts with local knowledge, partners and implementation experience. It seeks to raise the collective impact of business towards the achievement of SDG 5.5, which calls for women’s full participation and equal opportunities for leadership, while recognizing and responding to different country contexts.

This assessment will take place within the context of the broader Global Compact strategic ambition to “accelerate and scale the global collective impact of business by upholding the Ten Principles and delivering the SDGs through accountable companies and ecosystems that enable change”.

In line with the Global Compact Office (GCO) Evaluation Policy, the evaluation will serve three main purposes: evidence-based decision making; learning, innovation and organizational change; and accountability. It will provide independent evidence regarding the efficiency and effectiveness of TGE and inform GCO management decisions on the Gender programming portfolio and Accelerator programmes. It will also inform further efforts by GCO to evaluate TGE in 2023, in coordination with implementation partners.

The evaluation will be guided by the UNEG norms of utility, credibility, independence, impartiality, ethics, transparency, and integration of human rights, gender equality and rights of persons with disabilities.

The evaluation will be conducted by an external consultant, to be recruited from the existing roster of qualified evaluators, on a part-time project basis, and will be managed by and report to the Programme Management Officer, Strategic Planning, Monitoring and Evaluation.

In the line with the Terms of Reference developed by the GCO for the evaluation, the Consultant will work to deliver on the following:

  • Desk review of TGE-related data
  • Scoping interviews with GCO staff
  • Evaluation design
  • Inception report
  • Data collection and analysis
  • Development of initial results and recommendations
  • Report Drafting
  • Report Review
  • Report Finalization

    Qualifications/special skills Academic Qualifications: Advanced degree in evaluation, research, international relations, programme management, sustainable development, economics, social science, gender studies or related field is required. Experience: At least two years of experience related to programme/project evaluation are required.

Experience conducting external evaluations for the United Nations system or similar organization is desirable.

Experience conducting external evaluations related to gender equality and women’s empowerment is desirable.

Experience conducting external evaluations related to innovative programmes, such as public-private partnerships, is desirable. Language: Fluency in English is required.
