JOB PURPOSE

Under the supervision of the Strategic Adviser-Country Capacity Strengthening, in collaboration with the Regional Monitoring Adviser and designated officials at the Country Office level, the consultant will work as part of a team of two to support the analysis of Country Capacity Strengthening (CCS) trends in Asia and the Pacific over the last 10 years.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Conduct a qualitative review of CCS results in the Asia-Pacific region to demonstrate and articulate the impact of WFP’s contribution to CCS results across 17 countries in Asia and the Pacific over a 10-year horizon. The review will be carried out in four phases: inception phase; secondary/primary data collection; analysis and report preparation; and dissemination of the results.
  • Review and finalize the draft evaluative questions provided by WFP during the inception phase. Discuss the country selection for primary data collection and prepare an inception report (deliverable A) to be delivered at the end of this phase.
  • Conduct an initial review of secondary data (both qualitative and quantitative) focusing on gathering existing data of CCS results across all 17 Country Offices. Secondary and primary data collection will be guided by a set of review questions agreed during the inception phase (ref preceding point). Support /conduct the Key Informant Interviews (KIIs) at global, regional, and country levels.
  • Consolidate findings from primary and secondary data analysis for the first draft of the report. The findings of the review should be organized using WFP’s CCS framework. Carry out additional review once the first draft is shared with all internal stakeholders.
  • Prepare a final report (deliverable B) taking into account discussions during a webinar to be organized as part of the dissemination process and prepare a 2-page executive summary (deliverable C).
  • Organize a regional webinar (deliverable D) to present key findings and recommendations to relevant stakeholders.

STANDARD MINIMUM QUALIFICATIONS

EDUCATION:

• At least a Master’s degree in social sciences, development studies, economics, agriculture, nutrition, international affairs, business administration, education or a field relevant to international development assistance.

WORK EXPERIENCE:

• At least 6-10 years of direct experience in the evaluation of development projects and programmes, in various humanitarian and development contexts.

Required

• Solid understanding of capacity strengthening policy and programmes from multilateral and/or bilateral institutions as well as Government.

Desirable

• Familiarity with WFP’s CCS framework and tools, partnership assessments and the articulation of capacity strengthening strategies, their implementation and evaluation is desirable.

KEY COMPETENCIES:

• Excellent evaluative, analytical and research skills, both qualitative and quantitative.

• Ability to compile, maintain and analyze data, prepare reports and draw initial conclusions and recommendations.

• Ability to apply evaluative approaches, such as outcome harvesting, to demonstrate change.

• Demonstrated ability to produce high-quality written outputs and ability to present in English.

• Good facilitation skills and analytical, problem-solving, communication, and interpersonal skills.

LANGUAGE:

• Proficiency in both oral and written communication skills in English.

WFP in Asia and the Pacific (A+P) is at the forefront of advancing the organization’s role as an enabler of sustainable development through food security and nutrition interventions. Similarly, process monitoring is an area that RBB increasingly seeks to improve particularly for CCS.

Similarly, while quantitative measures are standardized (though not necessarily sufficient), the qualitative gains require more surfacing to be able to communicate the opportunities and challenges to be confronted to shift the dial on CCS in the short, medium, and long term. So far, progress is positive and incremental with the view that WFP’s enabling agenda can be realized in A+P.

WFP’s commitment to capacity strengthening as espoused under its Strategic Plan (2022-25) focuses on sustaining WFP’s areas of work through systems strengthening as well as influencing the development, implementation and evaluation of FSN policies, legislation and strategies while building the evidence base of development actions under SDGs 2 and 17.
