The IRC Yemen began its programs in October 2012 and currently operates in the south and north of the country through direct programming and local partnerships in Health, Nutrition, WASH, Economic Recovery and Development, Education, Child Protection, and Women’s Protection and Empowerment. The country program operates from main offices in Aden and Sana’a and field offices in Abyan, Al Dhale’e, and Hodeidah governorates.

Scope of Work

Reporting directly to the MEAL Coordinator, the Evaluations and Learning Manager will provide countrywide evaluations, surveys and learning technical support to the MEAL and the Programs team in Yemen. The Evaluations and Learning Manager will be the focal person for the country evaluations and surveys, and the person will provide a leadership role from the planning of the evaluations, surveys and other assessments/ research until their completion, including data analysis, report writing and documentation of lessons learned. The position will foster learning and accountability for IRC’s clients; support IRC’s global and measurement ambitions of Strategy 100 and the Country Strategic Action Plan.

Responsibilities:

Leadership and Partnership

• Manage all technical aspects and actions of evaluations, assessments, surveys and learning for all sectors, including proactively planning ahead of the above to allow timely actions.

• Respond to program needs; foster high standards and practices for quality data, analysis, and reports.

• Work and enable accountability to clients, partners, and donors.

• Improve evaluations and surveys systems and approaches within the IRC Yemen country and foster learning.

• Represent IRC at technical meetings, forums, and other events & build partnerships within IRC and other areas of expertise.

• Champion design, access and use of data by leaders and partners for shared learning and evidence-based decision-making.

• Collaborate with MEAL teams within and outside IRC to support harmonization of MEAL systems and approaches, sharing capacity and experiences.

Evaluations, surveys and assessments

• Provide leadership and guidance in evaluations and surveys process, ensuring the full participation of program sectors from planning through data collection to reporting and drawing of conclusions, recommendations and lessons learned. These include but not limited to taking leadership on

o Designing TORs,

o Sourcing and appraising consultants in coordination with the supervisor.

o Administrative tasks related to bringing the consultants onboard and ready to start,

o Managing the consultants during execution and ensuring deliverables are produced,

o Ensuring the findings are discussed and final reports agreed on,

o Filing/records tracking of the above in a meaningful and accessible way (dissemination) and,

o Ensure the use of findings and recommendations.

• Support the M&E/ Client Responsiveness and Accountability (CRA) Officers and Assistants when conducting Baseline and Endline surveys, External Evaluations, Beneficiary verifications, Distribution Day Monitoring, Post Distribution Monitoring (PDMs), Client Satisfaction Surveys, Knowledge, Attitude and Practice (KAP) surveys and other related surveys in all relevant locations.

• Advocate for and support the expansion of standard mobile data technology and online dashboards to enhance the timeliness and quality of data collection, analysis and visualization.

• In case of IRC internal evaluations, assessments and surveys, be responsible for the entire process including data analysis using appropriate software such as SPSS, R, NVivo and MS Excel and produce reports, including generating PowerBI dashboards of the findings.

• Build the capacity of M&E/ CRA and Sector Data Management teams in data analysis and writing of reports.

• Provide technical support in the implementation of MEAL Plans, ensuring all the outcome indicators that require baseline/mid-line/ endline evaluations are timeously tracked and reported.

• Undertake regular analysis of monitoring data and work closely with program coordinators and managers to facilitate decision-making for real-time program adaptation.

• Produce quality reports and update dashboards with key findings that foster learning and decision-making and share in project cycle management meetings and team meetings.

• Keep the surveys and assessments tracker up to date and timeously share it on a quarterly basis with the Country Management Team.

• Support the rolling out of IRC initiatives such as the IRC Data Toolkits, Program Indicator Dashboard and the Indicator Selection Tool.

Learning

• Organize learning sessions and generate lessons learned notes from evaluations, surveys and assessments conducted, share the lessons with respective Technical Coordinators and Managers.

• Use learning, evidence, and data from previous projects to inform project proposals design and country strategic decision making.

• Develop learning tools and ensure that outcome monitoring learning is systematically captured on a quarterly basis.

Human Resources

• Coordinate, lead, mentor and support a dynamic small to a medium team of M&E/CRA staff; foster timely and high-quality achievement, and an inclusive and respectful team climate.

• Promote the growth and development of others in IRC teams and partners in M&E/CRA: Lead and craft high-quality technical training and learning materials for partners, colleagues, and junior staff.

• Participate in the recruitment and onboarding of country M&E officers, assistants, and external consultants.

• Any other duties as assigned by the MEAL Coordinator.

Key working relationships:

Position Reports directly to the MEAL Coordinator

Position directly supervises: Senior Evaluations and Learning Officer

Other Internal and/or external contacts:

Internal: M&E Managers and Officers, CRA Manager and Officers, Program Coordinators and Managers throughout the country program

External: Partner MEAL staff; Clients, supervise external consultants in partnership with the Technical Coordinators.

Requirements:

Education: University degree in Monitoring and Evaluation, Statistics, Research, Data Science, or related studies

Experience:

• Experience in data collection tool using mobile data collection systems such as Commcare, KoBoCollect or any ODK system

• Technical skills in setting up quality MEAL processes and creating logical frameworks and data analysis that leads to learning and action.

• Proficiency and experience with mobile data collection such as Kobo, Commcare, ODK Collect is vital as well as proficiency with Microsoft Excel, SPSS, STATA or other similar software. Knowledge of Tableau, PowerBi, or GIS software tools are additional assets.

• Demonstrated analytical, systematic-thinking, and problem-solving skills.

• Proven ability to transfer knowledge to diverse audiences through training, mentoring, and other formal and non-formal methods together with presentation and reporting skills are a strong asset.

• Confirmed ability to lead, mentor and empower a small to a medium professional team.

• Self-motivated with good organization, and planning skills, including prioritizing work and multi-tasking.

• Willingness to travel to various field-level offices (30%).

• Experience in a complex emergency or conflict-affected setting strongly preferred.

• Proficiency in reading, writing, and understanding English is essential

• Proficiency in the local languages (Arabic) would be an advantage

Work Environment

The position is based in Aden, with frequent travel to field locations in South and North Yemen
