Organizational Setting

FAO’s approach to development assistance in Mindanao focuses on supporting the rehabilitation of agriculture and fisheries-based livelihoods, accelerating agriculture-based enterprises and increasing access to sustainable energy, and resilience to risk in municipalities affected by natural disasters and conflict.

Reporting Lines

The Evaluation Specialist will report to the Assistant FAOR Programme.

Technical Focus

Through the UN Joint Programme “Resilient Livelihoods Development for Women and Youth IDPs in Maguindanao” (UNJP/PHI/075/FPA), FAO, in collaboration with UNFPA, aims to address the eradication of hunger, food insecurity and malnutrition from a gender equality and women’s and youth empowerment perspective. Working with regional and local government partners, the programme aims to improve the overall well-being, food security, nutrition, and health status among women and youth IDPs through equitable access to improved and restored local food security interventions and to reproductive health and protection services during recovery and return.

The Evaluation Specialist is expected to support the capacity building of community-based organization specifically on their knowledge and skills in developing their proposed agribusiness livelihoods and develop a value chain strategy to link their products to existing and functional markets. Initially at three (3) months, the incumbent is expected to deliver the following knowledge products:

• Inception Report for the engagement • Baseline Assessment Proposal • Final Baseline Assessment Report

On the succeeding months, ideally after 9 months of the initial contract, the incumbent will deliver the following knowledge products:

• Mid-Implementation Evaluation Proposal • Final Mid-Implementation Evaluation Report

Tasks and responsibilities

Specifically, the Evaluation Specialist will undertake the following tasks:

• Prepare the Inception report, which includes activities and timelines for the Baseline Assessment, which includes: (1) a further elaborated project background; (2) refined methodological approach; (3) an evaluation matrix; (4) a stakeholder and project site analysis; (5) a description of limitations and risks; (6) and a detailed work plan including the evaluation timeline and deliverables. • In discussion with FAO Technical Team, develop a Sampling Methodology for the participants of the Baseline Survey • Lead the preparation and finalization of both Quantitative and Qualitative data-collection tools and the planning of interviews and fieldwork agenda/itinerary. • Conduct/supervise field missions among the 5 SPMS-Box municipalities and in Maguindanao province to to interview local project stakeholders, partners and beneficiaries and collect (secondary) data. • Lead the final analysis and discussion of findings to reach preliminary findings and conclusions that answer all evaluation issues and questions, and preliminary recommendations in line with the findings and conclusions. Ensure that all the findings are sufficiently triangulated and validated. Present the preliminary evaluation findings, conclusions and recommendations to key stakeholders’ post data-collection. • Prepare the Initial Baseline Assessment Report. • Conduct a one-day Validation Workshop on the results of the initial Baseline Assessment. • Finalize the Baseline Assessment Report.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree on Social Sciences, Community Development, Gender Studies, Evaluation and Programme Management • Five (5) years of relevant experience in conducting project evaluation and assessments • Working knowledge of English and Filipino • A National of the Philippines
