WHO works on the ground in more than 150 countries to promote health, keep the world safe and serve the vulnerable. Its goal is to ensure that a billion more people have universal health coverage, to protect a billion more people from health emergencies, and provide a further billion with better health and wellbeing. The principle that all people should enjoy the highest standard of health, regardless of race, religion, political belief, economic or social condition, has guided WHO’s work for the more than 70 years since it was first set up as the lead agency for international health in the new United Nations system.

Based in WHO’s offices in Budapest, Hungary, the Evaluation Specialist will assist the Headquarter-based (Geneva) WHO Evaluation Office in implementing its 2024 - 2025 organizational Work Plan, with a particular emphasis on support to up-coming organization evaluations and to evaluations conducted at the decentralized level of the Organization (i.e., outside of WHO Headquarters in Geneva).

Within the delegated authority and under the supervision of the Director-General’s Representative for Evaluation and Organizational Learning (or his designated mandated representative), the Evaluation Specialist will report to a Headquarters-based Evaluation Senior Officer and will work in close collaboration with relevant programme managers at the three levels of the Organization (country, regional and global). The UN Volunteer Evaluation Specialist will undertake a variety of tasks to support the WHO Evaluation Office in the successful completion of its Work Plan. The Evaluation Specialist will engage in evaluation-related tasks, including:

Support to Management of evaluations:

Conduct background research on policy/strategy/programme/offices or task force/partnership or other subject of evaluation being evaluated as per the WHO organization workplan, and research respective global, regional and/or country operating contexts; Support the evaluation manager with administrative and logistical aspects of evaluation planning, management and liaison with designated WHO focal points throughout evaluation processes as necessary; Assist with development of terms of reference, concept notes and with quality assurance, consolidation of information, copy editing processes and the development of communication and dissemination tools for evaluations; Perform specific aspects data analysis, producing technical notes, presentations and briefing documents; and Participate in evaluation team meetings, and meetings of the Global Evaluation Network throughout the evaluation process. Other WHO Evaluation Office initiatives: Contribute to other key Evaluation Office initiatives, and learning/training and information activities on evaluation such organized by UNEG to develop skills.

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV’s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs

As an active WHO team member, the selected individual will provide efficient, timely, responsive and high-quality support to the WHO Evaluation Office. In so doing, they will contribute to the Evaluation Office’s targeted result of producing credible and useful evaluations that enhance organizational learning within WHO, engaging in a variety of activities and producing a range of outputs leading to results. These include:

Briefing notes associated with background research are produced at a high level of accuracy, thoroughness, and clarity, enabling team members to readily grasp the key issues at hand; Sound operational management support to the conduct of evaluations, contributing to the smooth operation of these missions; Drafts of concept and technical notes, terms of reference, presentations and other internal documents as well as reviews of evaluation deliverables (inception report, draft final reports) are provided in timely manner and at a high level of quality, timeliness, accuracy, thoroughness, and clarity, enhancing the overall quality of the outputs and activities at hand; Contributions to Evaluation Guidance, Policy and Communication initiatives and documents prepared by the Evaluation Office are well researched and well written, resulting in documents that help disseminate evaluation products and raise awareness of evaluation across the Organization; Copyediting and proofreading of other team members’ outputs adds value to their drafts; Participation in key team meetings is active, constructive and consistent with the WHO values and competencies, contributing to the smooth project implementation and positive functioning of the team. • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed

monitoring, evaluation, reporting or research, previous experience of work in an international/regional context is an asset. Ability to liaise with teams working remotely and good communication and team working skills are a requirement.

The UN Volunteer will be based in Hungary. The cost of living in Budapest is, on the whole, a lot lower than in many Western European countries. Rental prices in Budapest vary greatly depending on the area of the city you choose to live in. Hungary has a very well-developed healthcare system. Currently there are no significant security threats in general nor direct threats to UN personnel or assets within the country. It is the incumbent’s responsibility to comply with immigration, customs and health requirements while entering/existing the country.

Allowances: • Entry lump sum: USD 4000 • Relocation costs: round trip ticket covered • Volunteer living allowance: USD 2777.08 • Accommodation Supplement: Additional payment of 20% of the monthly allowance • Exit allowance (paid on successful completion of the assignment): USD225 for each month served, paid on completion of contract*

• Insurance Comprehensive coverage for health, life and malicious acts for the UN Volunteer and health insurance coverage for up to 3 eligible dependents. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment.

Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.

UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to:

  • Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment;
  • Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity;
  • Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal;
  • Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity email address;
  • Access to shared host entity corporate knowledge, training and learning;
  • Inclusion of the volunteer in emergency procedures such as evacuations;
  • Leave management;
  • DSA for official travel, when applicable;
  • All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
