The Evaluation Office, at UNICEF HQ in New York, provides global leadership and oversight for the evaluation function. As such the office is responsible for developing an agenda and work plan to evaluate UNICEF's programmes and processes. We conduct and/or manage independent, corporate evaluations and evaluation syntheses, provide technical assistance and quality assurance for evaluations commissioned at the decentralized level (country and regional offices, as well as other divisions in HQ offices), and develop evaluation methods. Evaluation Office is also responsible for publishing a global evaluation plan that accompanies respective corporate strategies.

We are seeking for an international Evaluation Officer to support the Evaluation Office, with supporting in the development of relevant methodologies for the evaluation and assisting with evaluation and contract management under the guidance of the Senior Evaluation Specialist, Institutional Effectiveness Portfolio.

How can you make a difference?

The purpose of this position is to support the evaluations within the Institutional Effectiveness Portfolio (IEP) of the UNICEF Evaluation Office – that is, evaluations that transcend the individual sectoral areas of the Strategic Plan and assess organization-wide issues, policies, initiatives and overall organizational performance..

Under the supervision of the Senior Evaluation Specialist (P5), the Evaluation Officer will provide technical and administrative support for global evaluations; complex programmes, cross-cutting programme evaluations; and joint programme evaluations with other UN agencies. The Evaluation Officer will also support with the selection of appropriate evaluation methodologies and mixed methods analysis, innovative ways to use internal and external data sources, dissemination strategies to reach audiences from multiple disciplines and highly skilled global network of professionals.

The selected candidate will be a key member of the Institutional Effectiveness Portfolio (IEP) team. It is therefore expected that the Evaluation Officer will contribute to the aim of the team’s evaluations, which is to produce evaluations that are of the highest caliber in terms of their timeliness, relevance, quality, credibility, and utility. Toward this end, the selected candidate will be expected to undertake the following tasks with a focus on the IEP team’s targeted results:

  • Provide support in achievement of work priorities and objectives; assists to monitor work progress; supports follow-up system of actions taken and reports.
  • Compile, research, analyse and synthesize qualitative and quantitative data and other relevant material from a variety of key and innovative sources on subject matters pertinent to the respective evaluations being planned.
  • Ensure that key documentation and updated essential data on the respective evaluations is maintained in the IEP SharePoint drive for ease of access.
  • Prepare background material for use in discussions or briefing sessions with HQ divisions, ROs, COs and with external evaluation consultants.
  • Arrange for effective stakeholder meetings including interview schedules, meeting logistics, and taking notes.
  • Participate in discussions of new or revised procedures and practices; collects, documents information on bottlenecks and recommended solutions and follows up on the actions.
  • Arrange for and/or attends meetings on day-to-day matters and provides support in making the necessary logistical arrangements.
  • Gather and shares information as needed in support of improving the processes and daily operations within the Institutional Effectiveness team.
  • Develop databases to facilitate use of corporate monitoring, research, and audit data.
  • Support other teams within the Evaluation Office, granted the approval of her/his/their direct supervisor.
  • Contribute to office-wide initiatives of the Evaluation Office, upon request; and
  • Undertake other tasks as necessary.

To qualify as an advocate for every child you will have…

  • Master’s degree in social science, evaluation, public policy, economics, statistics, in research methods, or another field related to institutional effectiveness.
  • 2 to 3 years of relevant experience supporting research and/or evaluation management in the development and/or sector, with specific research and/or evaluation experience relevant to the institutional effectiveness portfolio of evaluations being highly desirable;
  • Demonstrated quantitative and qualitative analytical skills;
  • Experience working with UNICEF internal systems, structures and information resources as well as other relevant external data sources (i.e. in line with UNICEF mandate and related SDGs), desirable;
  • Fluency in English; knowledge of another UN language (Arabic, Chines, French, Russian, Spanish) is an asset;
  • Strong track record contributing to a positive team and office environment.
