ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) and Country Offices (COs). Job holders in HQ report to the Division Director or the designate. Job holders in the field report to the Regional/Country Director or the designate.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in Social Sciences, Statistics, Development Economics, International Development, Economics, Monitoring and evaluation or other relevant field, or First University degree with an additional 2 years of related work experience and/or training/courses.

Language:

Fluency (level C) in English language. Intermediate knowledge (level B) of French will be an asset.

Experience:

  • Minimum of three years of relevant professional work experience in Monitoring and Evaluation activities.
  • Experience using variety of quantitative and qualitative evaluation and research methodology/designs as well as analytical tools and methods.
  • Experience in humanitarian or development contexts, including in areas covered by WFP work (food security, nutrition, education/school health and nutrition, climate adaption etc) will be an asset.
  • Experience in working with national evaluation capacity development supply-side organisations and national and regional M&E associations will be an asset

BACKGROUND AND PURPOSE OF POSITION

The Evaluation Officer at the Regional Bureau Johannesburg will work under the direct supervision of the Regional Evaluation Officer (REO), providing support and oversight to country offices in all evaluation related work. He/she is also expected to contribute to the development and implementation of Monitoring, Review and Evaluation Plans aligned to WFP corporate standards to generate quality evidence on the results achieved (including impact on the lives of beneficiaries) and inform policy, strategy and Programme design and implementation. This includes providing technical support and quality assurance, delivering trainings on monitoring and evaluation approaches (both qualitative and quantitative), and positioning WFP as a reliable partner for governments and other actors in building monitoring and evaluation national capacities. Under the guidance and direct supervision of the evaluation officer and in close coordination with other RB staff in the functions mentioned above, the Evaluation Officer will act as the focal point within the evaluation unit on all issues related to data analysis, including analysis of use of existing data to inform evaluation design, data extraction from corporate and external systems, analysis and presentation of data collected by evaluations. The evaluation officer will also be the RB focal point on impact evaluation.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Contribute to the management of evaluation processes and budgets to support the production of independent, credible evidence that meets high professional standards in line with UN norms and standards and codes of conduct for evaluation in the UN system, embodied in WFP’s Evaluation Quality Assurance System (EQAS). 2. Assist in sourcing, hiring and supervising external consultants to ensure the production of evaluations that meet EQAS requirements. 3. Engage with stakeholder groups, both internal and external to WFP, appropriately in the evaluation process and manage communications. 4. Support WFP’s evaluation culture of accountability and learning through analysis of evaluation evidence and lessons; preparation of syntheses and/or summaries of evaluation findings and recommendations; and contribute to preparing presentations of these, adapting messages to specific audiences and platforms. 5. Work with internal and external stakeholders to enhance learning from and use of evaluation evidence in policy, programme and project design. 6. Analyse responses and actions taken by management in implementing evaluation recommendations in policy, strategy, programme and/or project design and support provision of clarification/advice on evaluated issues. 7. Support application of the normative framework, quality support and assessment mechanisms and reporting on decentralized evaluation. 8. Keep abreast of methodological developments in evaluation, and contribute to the development of evaluation methodologies and tools to support continuous improvement in evaluation processes. 9. Liaise and collaborate with the counterparts form other UN organizations as well as professional evaluation bodies to discuss common monitoring and evaluation issues. 10. Participate in WFP internal evaluation expertise groups and contribute to the sharing of experience and development of good practices. 11. Other as required
