ORGANIZATIONAL CONTEXT

The WFP evaluation function plays a key role in strengthening the organization’s contribution to ending global hunger. As a major part of WFP’s accountability framework, evaluations assess the performance and results of WFP’s policies, strategies, programmes, and activities for accountability and learning to inform future direction. The Evaluation Policy 2016-2021 aimed to strengthen WFP’s contribution to ending global hunger by embedding evaluation into the core of its culture, ensuring evidence-based decision making in all its work. The new Evaluation Policy 2022-2025 reaffirms the organization’s commitment to benefit fully from evaluation in its performance management, accountability and learning systems, and puts greater emphasis on enhancing the use of evaluation evidence.

Since 2016, WFP has invested substantial resources in the development of evaluation capacity at country and regional level. Within this context, RBP appointed a Regional Evaluation Officer (REO) in 2017 and established the Regional Evaluation Unit (REU) in 2018 to support management and regional and Country Office (CO) colleagues in meeting their responsibilities and accountabilities under the Evaluation Policy and Charter. The work of the Regional Evaluation Unit in RBP has been guided by its Regional Evaluation Strategy (RES) 2018-2021, framed under the corporate evaluation strategy.

The RES 2018-2021 presented five interlinked outcomes, namely: Outcome 1. Adequate CO’s evaluation management capacities & skills; Outcome 2. Appropriate and intended-used evaluation coverage; Outcome 3. Active engagement of WFP staff and key stakeholders in impartial, credible and useful evaluation processes; Outcome 4. Communicating, sharing and fostering use of evaluation results; Outcome 5. Active evaluation partnerships and initiatives framed by the CSPs priorities in promoting national evaluation capacities and sharing with & benefiting from others experiences. Within the framework of the new Evaluation Policy 2022-2025 and Corporate Evaluation Strategy, a new RES will be developed for RBP in early 2022.

JOB PURPOSE

Contributing to the Regional Evaluation Strategy (RES) and its governance mechanisms through data analysis, updating corporate systems and supporting the unit’s communication and knowledge management efforts, supporting country offices in managing their decentralized evaluations, and providing administrative support.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Regional Evaluation Officer, and in close coordination with other members of the Regional Evaluation Unit, the Evaluation Officer will be responsible for:

  • Analyse qualitative and quantitative data and provide inputs for the development of the new Regional Evaluation Strategy and the reporting/oversight tools developed by the Unit. This includes supporting in consultations and conducting surveys with Evaluation focal points and RB staff
  • In close coordination with the REO, prepare meeting notes and notes for record for the Regional Evaluation Unit meetings and the Regional Evaluation Committee, identifying key action points;
  • Support the coordination of the unit’s events, including the Regional Evaluation Committee, learning and reflection workshops with OEV and at regional level, and the Unit’s webinars and training events;
  • Prepare briefs for RBP management on centralized evaluations, and the EFSG and Executive Board discussions;
  • Support the update of the corporate Management Information System (MIS) and the provision of information, as requested by the Office of Evaluation;
  • In collaboration with the Regional Research, Analysis and Measurement (RAM) team, analyze the responses and actions taken by Management in the implementation of evaluation recommendations to inform policy, strategy, programme and/or project design.
  • Disseminate evaluation findings through innovative methods, including the preparation or coordination of videos, infographics and evaluation bulletins;
  • Support regional evaluations and exercises, such as synthesis, etc., as needed;
  • Support the coordination and consolidation of RBP comments and inputs for centralized evaluations (strategic, L2/L3, regional portfolio, etc.), as assigned;
  • Support the unit with administrative processes for contracting, purchases and partnerships;
  • Support in the editing and formatting of evaluation deliverables in Spanish;
  • Others as needed.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Evaluation, International Affairs, Statistics, Economics, Nutrition/Health, Agriculture, Social Sciences or other relevant field, OR First University Degree with an additional year of related work experience and/or trainings/courses.

Experience: At least 1 year of relevant progressively responsible experience in results-based management and/ or monitoring & evaluation of development programmes is required. Previous work experience with the United Nations or in development cooperation is an asset.

Languages: Fluency in English and Spanish. Knowledge of French (desirable).

KNOWLEDGE AND SKILLS

  • Strong analytical and communication skills, and ability to summarize and synthesize data/information.
  • Ability to analyse qualitative and quantitative data and present it in an user-friendly manner.
  • Familiarity with Results Based Management principles, and research/evaluation methods.
  • Strong communication skills (oral and written) including ability to present ideas and generate feedback from a variety of audience;
  • Ability to work in a multicultural environment.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Previous work experience with the United Nations or in development cooperation is an asset.
