Org. Setting and Reporting The position is located in the Independent Evaluation Section (IES) of the United Nations Office on Drugs and Crime (UNODC) in Vienna, Austria. IES is functionally and operationally independent and located in the Office of the Executive Director (OED) of UNODC. IES ensures independent, timely and effective evaluations, in line with the standards and norms of the United Nations Evaluation Group (UNEG). The Evaluation Officer (Evaluation Knowledge Management & Terrorism Prevention) will work under the direct supervision of the Evaluation Officer (Deputy Chief) of IES and the overall supervision of the Chief of IES.

Responsibilities Within assigned authority, the Evaluation Officer (Evaluation Knowledge Management & Terrorism Prevention) will participate in the planning, preparation, design and implementation of evaluation-based knowledge management as well as evaluation activities related to terrorism prevention and participate in professionalizing the evaluation function in UNODC, working in particular relating to the IES pillar on evaluation-based Knowledge Management, Communication and Innovation, while also contributing to the two other pillars of IES work (Evaluation Capacity Building, Evaluation Results). The incumbent will be responsible for the following duties:

•Provide substantive support to the development of evaluation-based knowledge products, including in particular a Meta-Synthesis on evaluation results relating to terrorism prevention, including preventing/countering violent extremism, as well as related products and services. •Contribute to the management of evaluation-based knowledge products, including through coordinating with Focal Points in other UN entities, researching, compiling and analysing related evaluation results, and coordinating efforts with relevant internal and external stakeholders, including related to terrorism prevention and preventing/countering violent extremism, and fully in light of the UN reforms. •Provide substantive support to the UNODC normative standards and evaluation tools, such as the evaluation policy, handbook, guidelines, templates, etc. in accordance with the international standards and best practices as identified by the General Assembly, other UN relevant organs and offices, including the United Nations Evaluation Group (UNEG) and ensure adequate involvement of UNODC Member States as per established guidelines. •Provide substantive support to the further development and maintenance of the UNODC evaluation management tool “Unite Evaluations” and act as Focal Point for ITS and other UN entities. •Under the supervision of the Evaluation Officer (Deputy Chief), participate in selected, strategic activities of the Section, e.g. further development of results based management in IES, review of the Sections’ Theory of Change, development of new monitoring tools, defining the role of evaluation in the UN Reforms and SDGs, etc. •Contribute to the project management of IES’ Global Project (GLOH92), including activities relating to monitoring, budget planning & reporting, as well as reporting of results. •Contribute to the management of evaluations by ensuring that they are carried out in an impartial, objective and credible manner following UNODC standards and rules, including those provided by the United Nations Evaluation Group (UNEG). •Provide substantive support regarding the Section’s communication as well as dissemination strategy for evaluation results. •Provide substantive support in proposing improved qualitative and quantitative research methodologies, and in proposing and formulating a strategic approach to evaluations within the overall framework of the relevant international instruments. •Service and participate in the strengthening of evaluation management capacity in UNODC through systematic needs-assessment for capacity-building and tailored training at HQ and in field offices, utilising a variety of tools and methods. •Coordinate activities related to the planning and preparation of evaluation budgets as well as managing efficiently the use of resources for evaluations. •Participate in the recruitment of consultants, interns, etc., if requested. •Undertake outreach activities; make presentations on assigned topics/activities. •Contribute to the elaboration of the annual work-plan of the Section. •Assume additional responsibilities regarding the work, outreach and strengthening of IES as and when required. •In cooperation with colleagues, coordinate programme performance reporting. •Keep abreast of best practices and lessons learned, promoting their use to improve UNODC programmes’ performance. •Contribute to improving Gender and Human Rights Aspects in the work of IES. •Perform other work-related duties as required.

Competencies Professionalism: Has knowledge of international standards and practices in evaluation and respective evaluation methodologies as well as qualitative and quantitative research methods. Has knowledge of United Nations system evaluation standards and practices; knowledge of technical cooperation and development assistance. Has knowledge of the international crime, drugs and terrorism programme and policies, with a particular focus on preventing and countering terrorism and violent extremism. Has knowledge of qualitative and quantitative research methods; proven ability to produce evaluation reports and papers. Is able to review and edit the evaluation work of others. Education An advanced university degree (Master’s Degree or equivalent) in evaluation, social sciences or other relevant discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience in project/programme evaluation, including at least four years at the international, level is required. Experience in preparing, managing and conducting evaluations related to preventing and countering terrorism is required. Experience in conducting strategic analysis of evaluation results related to UNODC’s mandated area of work on a meta-level is required. Experience in substantive development and maintenance of innovative evaluation management tools is required. Experience with United Nations policies, procedures and operations is desirable. Experience with the United Nations Evaluation Group norms and standards is desirable. Experience in gender-responsive evaluations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English, i.e. oral and written proficiency, is required. Knowledge of another official United Nations language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
