Duties and Responsibilities Brazilian agribusiness plays an important role in the performance of the country's economy. In 2020, the GDP of agribusiness reached BRL 1.98 trillion, representing 26.6% of total GDP (CEPEA, 2021). The sector has gained a prominent position due to its capacity to expand productivity and production and generate employment opportunities in several Brazilian regions. Among the production chains, that make up Brazilian agribusiness, there are those that stand out for their greater productive efficiency, contributing directly to the positive result of the sector. It should be noted that agribusiness is a sector exposed to various risks, stemming from the market and the climate, among others. This makes the sector vulnerable, since it lacks actions and incentives to minimize these risks. In 2020, due to the pandemic, the sector was exposed to market risks. In this way, to mitigate risks and maintain the sector's performance, public policies stand out as important instruments for promoting productive development and mitigating market failures. Given the relevance of public policies for agribusiness, especially for the production chains they comprise, it is important to monitor and evaluate different public policies. Making a good diagnosis enables the public manager to formulate decisions that can save scarce resources. The evaluation of public policies, carried out as a systematic, integrated, and institutionalized process, has as basic premise the verification of the efficiency of public resources and, when necessary, the identification of possibilities for improving the action of the public power, with a view to improving processes, results, and management (BRASIL, 2018). In this way, the study can provide relevant information for public decision-making, both in the evaluation of public policies and in the elaboration of new political instruments to promote the sector, analyzing the main production chains of Brazilian agribusiness. Methodology To respond to the objectives of the study, a quantitative approach will be adopted, with the collection of relevant information about the potential productive chains of Brazilian agribusiness, as well as the evaluation of the impact of public policies on the performance of these productive chains. To estimate the results of the impact of public policies on the performance of production chains, data will be collected from official databases, such as the Brazilian Institute of Geography and Statistics (IBGE), the Central Bank of Brazil (BCB), among others. As an analysis tool, quasi-experimental methods will be used to assess the impacts of public policies. Impact assessment aims to measure the effect of participation or intervention in a policy, program or law on a product or socioeconomic indicator of interest. In summary, public policies play an important role in the development of an economy, especially agricultural public policies, important instruments for promoting productive development and mitigating market failures. The proposed study aims to analyze the impact of public policies aimed at potential Brazilian agribusiness production chains in the post-pandemic period. For this, methodologies will be adopted to identify this impact. It is expected that the results of the study provide support for the improvement of public policies aimed at improving the performance of Brazilian production chains.
