Education Cannot Wait (ECW) is the United Nations global fund for education in emergencies and protracted crises. Since 2017, we support quality education outcomes for refugee, internally displaced and other crisis-affected girls and boys, so no one is left behind. ECW works through the multilateral system to both increase the speed of responses in crises and connect immediate relief and longer-term interventions through multi-year programming. ECW works in close partnership with governments, public and private donors, UN agencies, civil society organizations, and other humanitarian and development aid actors to increase efficiencies and end siloed responses. ECW urgently appeals to public and private sector donors for expanded support to reach even more vulnerable children and youth. ECW is administered under UNICEF’s financial, human resources and administrative rules and regulations; operations are run by the Fund’s own independent governance structure.

Purpose of the job:

With the approval of ECWs new strategic plan (2023-2026) the monitoring, evaluation and global reporting team will expand, and the role of evaluations and learning is to be strengthened across ECWs operations. Under the guidance of the Chief of Monitoring, Evaluation and Global Reporting, the incumbent is responsible for advancing and managing the evaluation portfolio and related budget. The scope of work primarily covers evaluations but also includes high priority research studies that draw on the same monitoring and evaluation skills. While support on the evaluation function to in-country evaluations is expected, the job description primarily focuses on global level programmatic, thematic, and/or organizational evaluations. About ten evaluations are to be conducted over the next four years of the strategic plan. Data and evidence are key to ECW. ECW, conflict and crisis affected governments and other humanitarian-development stakeholders need to understand which children are thriving and who is being left behind. Data and other evidence are also crucial to understand and improve the impact of policies and programmes for children, as well as to understand children’s own views and priorities. The incumbent plays a key role in promoting organizational learning.

Key functions, accountabilities and related duties/tasks (time indication in %):

  1. Lead on and manage ECW’s global evaluation portfolio that is impartial, independent, credible and that meets professional standards (30%). a. Manage the corporate/global level evaluations and research portfolio. b. Assure that the evaluation function has a strong collaboration and connection with program implementation and monitoring and the collegues working therein. c. Lead and advise on the development of evaluation approaches/methodologies and guidance for education and/or displacement themed evaluations and research. d. Manage/execute meta-evaluations or education themed studies/evaluations conducted by ECW. e. Develop terms of reference, manage contracts, provide quality assurance.
  2. Support in-country grantees and partners on evaluations so that they are useful and ensure that evaluation findings and recommendations are followed-up (20%) a. Provide technical assistance and capacity development to grantees and partners in conducting country/grant-level evaluations and studies. b. Work with internal and external stakeholders to formulate management responses. c. Undertake (surge response) field missions to assess or establish monitoring and measurement strategies and provide ad-hoc support in M&E, and design/deliver M&E trainings to ECW’s partners in countries of operations.
  3. Contribute to global systemic reforms regarding evaluations in Education in Emergencies (20%). a. Keep abreast, research, benchmark, introduce and implement best and cutting-edge practices on evaluation methodology, planning and management. b. Represent ECW in global partnership bodies discussing evaluation and research issues related to education in emergencies and protracted crisis. c. Drive reform and system change in ECW on evaluation, research, and organizational learning.
  4. Disseminate evaluation findings and lead on innovation, learning, and knowledge management (30%). a. Institutionalize and disseminate best practices and lessons learned to maximize the use of evaluation results to support improved programming and results delivery on global and country levels. b. Lead and contribute on sections of the production of ECWs annual results report and other donor and/or partnership reporting. c. Contribute to developing capacity within ECW for evidence-based policy, planning, programing, and advice by developing/presenting materials on data related issues.

The Evaluation Manager will perform other related duties and assignments as and when required. This includes but is not limited to the overall program development, monitoring and evaluation measurement approaches of ECWs grant portfolio.

Impact of Results:

The results of the Evaluation Manager’s work will be critical for measuring the outputs, outcomes and impacts of ECW’s education investments and better understanding its value for money and what works and does not work in education provision for children and adolescents affected by conflict and crisis. Thematic evaluations or studies focus on ECWs policy priority areas as outlined in its forthcoming Strategic Plan 2023-2026 including gender equality and girls’ education, mental health and psycho-social support, inclusive education, and early-childhood education. The results and learnings obtained will be considered by ECW and partners when determining strategic investments to reach SDG4 and other global commitments.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in social science, economics, international or development studies, monitoring and evaluation or related field (required), preferably in education (asset).
  • A minimum of eight years of relevant professional experience in conducting and/or managing research and/or evaluations in humanitarian and/or development settings at the international level.
  • Knowledge of current evaluation approaches, methodologies, and techniques.
  • Previous work experience in a developing country and/or in a humanitarian context.
  • Strong competence with the following Microsoft Office applications: Word, Excel, Powerpoint.
  • Fluency in English is required. Desirable fluency in French and/or Spanish. Knowledge of another official UN language (Arabic, Chinese or Russian) is an asset.
  • The below aspects would be considered assets:
    • Experience working in education in development settings (required), preferably in an emergency and/or protracted crisis setting.
    • Experience in data analysis, data collection, measurement, and other areas of applied statistics, data interpretation and use in humanitarian situations.
    • Experience in managing innovation, organizational learning, and change.
    • Strong interpersonal skills in being able to develop and maintain effective working relations with a diverse range of stakeholders.
    • Ability to work in a lean structure, which requires flexibility and proactivity.
    • Strong writing skills and ability to respond to tight deadlines with a good attention to detail.
    • Excellent organizational skills: ability to proactively manage different time-sensitive processes and tasks at the same time.
