ORGANIZATIONAL CONTEXT

The WFP Evaluation Policy 2016-2021 established as one of its key results a concerted and active action in the development of national evaluation capacities NECDs. The importance of WFP's work within the NECD framework was highlighted through the revision of the Evaluation Policy for 2016-21 and in the new evaluation policy, approved for the period 2022-30.

In collaboration with the German Institute for the Evaluation of Development Cooperation (DEval), WFP is promoting the development of an index that assesses and reports on the evolution of national capacities and practices in evaluation and its functionality as a system. This initiative is supported by a working group of various actors in the region. To date, this working and exchange group is made up of representatives of the governments of Argentina, Colombia, Costa Rica, Ecuador, Guatemala, Mexico, Peru, the Dominican Republic and Uruguay; the RELAC; CLEAR; FIIAPP; UN Women; UNICEF; UNFPA; University of San Juan (Argentina) and civil society organizations and national/thematic associations under evaluation, in addition to WFP and DEval itself. In the course of its implementation, the initiative is open to the participation of governments and new actors with an interest in NECD.

To date, the working group has developed a conceptual-methodological package that includes: a) Concept Note; b) Definition and composition of dimensions and subdimensions; c) Methodology, with an analysis matrix (dimensions, subdimensions, variables, indicators), questionnaire and proposal of valuation metrics; d) concept of data visualization and query functionalities on the online platform. In 2020, in accordance with the work plan, the instruments were tested in five pilot countries and the first quantitative results of the index were obtained, accompanied by a descriptive sheet by country. In 2021, the initiative continued with the measurement of the index in four countries of the region, as well as workshops to return the pilot measurement of the previous year.

JOB PURPOSE

The WFP evaluation unit at the Regional Office in Panama is looking for a consultant to implement the work plan in the second half of 2022 in coordination with DEval. The consultant will report to the WFP Evaluation Officer.

KEY ACCOUNTABILITIES (not all-inclusive)

COORDINATION OF THE DATA COLLECTION PROCESS

  • Advise WFP in terms of organization of the measurement process and develop a strategy for INCE data collection given the increased number of actors that are expected to participate in the measurement in 2022. Coordinate the team of local consultants hired by the counterpart (DEval) to make contacts with the institutions and collect INCE data for the year 2022 in the countries that participate in the initiative (it is estimated between 5 and 9 countries).
  • Coordinate the collection of information (laws, regulatory frameworks, data, etc.) that feed the "descriptive" file of each country.
  • Accompany the data collection process by resolving interpretation doubts and adjusting the questionnaire if necessary, based on requests for additional questions to be introduced by the evaluation governing body in the countries where the index is applied.

PRESENTATION OF THE INITIATIVE AND ITS RESULTS

  • Provide the progress and results/products in international forums and conferences and in meetings with governments that are part of the initiative and support their preparation and reporting.
  • Contribute to the organization and facilitation of workshops (or other types of events) for feedback and interpretation of results for the countries where the measurement has been made.
  • Systematize the experience through documents of lessons learned and contribute to the production of scientific articles, as well as with the visualization of the index data for better use.
  • Advise WFP regarding the content of the INCE web page and review texts / elements to be published on the web (prepared by the partners).

STRATEGIC POSITIONING

  • Advise to the Regional Evaluation Unit specific actions in the area of strengthening national capacities in evaluation based on priorities identified by national governments and other interested parties with the support of the index data. Prepare a proposal of suggested actions for 2-4 selected countries in the region.
  • Other as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Master or Advanced University degree in one of the following fields: social sciences, education, statistics, development economics, monitoring and evaluation or other relevant fields; or First University degree with additional years of relevant work experience and/or training/courses. Advance University degree or Diploma on evaluation will be an asset.

Experience: At least 6 years of experience related to the development of evaluations and the strengthening of individual and/or institutional capacities.

Languages: Fluency in Spanish (oral and written) is required. English intermediate. Fluency in English is desirable.

KNOWLEDGE & SKILLS

  • Knowledge of research techniques based on questionnaires and statistical methods of analysis, including the development of thematic indexes.
  • Knowledge of methods and use of evaluation of public policies and programs and evaluation systems in Latin America
