Result of Service The ultimate result of this consultancy will be a report including a set of evidence-based SMART recommendations to maximize the effectiveness of the Strategy during its implementation period and the evaluation findings will contribute to monitoring results for increased accountability.

Work Location home-based (with travel involved)

Expected duration 4 calendar months

Duties and Responsibilities The consultant will report directly to an assigned CEMS Evaluation Manager, under the overall supervision of Director, SPS.

The consultant will be responsible for designing and conducting the evaluation of the UNDSS Psychosocial Wellbeing Strategy as stipulated in the evaluation Terms of Reference, including the submission of an evaluation inception report, presentations of preliminary findings and final results, and the submission of the final evaluation report. The consultant will be responsible for editing and proof-reading the final draft before the last submission in an editable format.

Qualifications/special skills - Advanced university degree (Master’s degree or equivalent) in evaluation, social sciences or a related area is required. - At least seven years of progressively responsible relevant experience in evaluation is required - At least five years of relevant professional experience in design, management and conduct of evaluation processes with multiple stakeholders, survey design and implementation, or project planning, monitoring and management are required. - Experience in at least three evaluations with international (development) organizations is required. - Proven experience in quantitative and qualitative data collection and analysis methods, particularly self-administered surveys, document analysis, and informal and semi-structured interviews is required. - Prior relevant experience in evaluation of psychosocial/mental wellbeing strategies, policies, programmes or projects is desirable. - Prior experience working in fields related to mental health and psychosocial wellbeing is desirable.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in oral and written English is required. Working knowledge (reading and oral) of another official United Nations language is desirable.
