The purpose of this assignment is to conduct an independent evaluation, that will provide an impartial and independent assessment of the extent to which integrated programming approach has been implemented in UNICEF Lebanon and whether it will achieve intended objectives. The evaluation will also examine which factors have proved critical in helping or hindering it and draw lessons for future programming.

The evaluation will support learning by highlighting lessons and best practices that should be continued/taken to scale or disseminated either within the programmes or more widely within UNICEF. Based on lessons learned, UNICEF Lebanon seeks to improve programme integration in implementation of the country programme 2023 -2025.

The evaluation will specifically:

  • Analyze the relevance, effectiveness, coherence, efficiency, and sustainability of integration to the selected programmes of UNICEF, by looking at facilitating and hindering factors, key entry points, missed opportunities, and governance arrangements.
  • Identifying any good practices, lessons learnt regarding what worked and did not work, and potential areas for improvement for better design and implementation of integrated programmes.
  • Making specific recommendations on how to strengthen integration across the length and breadth of UNICEF programmes in Lebanon.

The position is home based including travels to Beirut and other field offices.

How can you make a difference?

Under the supervision of the Evaluation Specialist, the consultant will undertake the independent evaluation of integrated approach to programming. The work will be conducted in three phases – inception phase, Data collection phase, and report finalization phase. Specifically, the consultant will be expected to:

  • Develop the plan for execution of the evaluation including methodological approaches and tools as well as the work plan in-line with the expected evaluation results.
  • Documents/literature review- review of program documents and other related documents such as programme documents annual reports, monitoring, and evaluation reports.
  • Reconstruction and critical analysis of the theory of change and building consensus around it.
  • Interviews and group discussions with Key Informants and conducting field visits. Other cost/time-effective data collection tools and approaches that can capture information from the program stakeholders might be considered during inception phase.
  • Analysis of collected information and drafting of evaluation report and sharing emerging evaluation findings with evaluation manager, reference group and country Office management team.

  • Facilitating a recommendation co-creation workshop and round table discussions to validate findings and finalize the evaluation report.

Work assignment overview:

Tasks/Milestone: Deliverables/Outputs: Timeline :- Review relevant documents to understand the assignment.

- Reconstruction and critical analysis of the theory of change and building consensus around it.

- Design evaluation methodology.

- Write an inception report detailing methodology, timelines, and evaluation design matrix.

- Present to the reference group the evaluation design and timelines and respond to comments.

Inception report covering full methodology and evaluation/learning activity timelines, as per UNICEF inception report standards.August 2022 - Collect data through key informant interviews, field visits and roundtable discussions.

- Draft evaluation report and facilitate a co creation workshops to discuss emerging findings and draft recommendations.

Completion of data collection, draft evaluation report

Presentation of findings to reference group and SPMSeptember – 31 October 2022- Finalize the evaluation report taking into consideration comments from reference group, and SPM.Final Evaluation report that meets UNICEF report quality standards.November – 31 December 2022Payments will be processed in 3 instalments upon completion of each phase and delivery of a quality product that meets UNICEF quality standards.

To qualify as an advocate for every child you will have…

  • A minimum of 10 years’ experience in carrying out programme evaluations.
  • Advanced university degree in Evaluation, Public Policy or Social Sciences or similar relevant fields.
  • Excellent analytical skills and proven experience in qualitative data collection and analysis.
  • Solid understanding of UNICEF or other UN agencies programming and planning processes.
  • Proven and verifiable experiences in conducting evaluations in similar contexts
  • Proven experience in applying theory-based evaluation approaches and methodologies.
  • Familiar with facilitating working groups, round table discussions and consensus meetings.
  • Excellent oral and written skills in English is mandatory. Fluency in Arabic will be essential for conducting key informant interviews.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
