Background:*** *Recognized as UNESCO Creative City of Design in 2019, Ha Noi has committed to place culture and creativity at the core of its sustainable development, with a wider vision to become a leading creative hub of Southeast Asia. To support the commitment of the city, UNESCO led the project Mobilizing Cultural Dynamics and Youth Participation towards Ha Noi Creative Capital together with other two implementing partners UNIDO and UN Habitat with funding from SOVICO Group. This project will support Ha Noi City to implement its new strategic vision of a Creative City of Design, harnessing its cultural assets and youth participation as key agents for innovation, creativity, and social change.* *Objective of the project* *The project aims to mobilize cultural dynamics and youth initiatives to contribute to the strategic vision of Ha Noi as the Creative Capital of Viet Nam for sustainable development.* - *To empower Vietnamese creative talent, especially youth, to influence and contribute to the new development agenda of Ha Noi as the Creative Capital with innovative ideas and actions;* - *To improve the design skills, market access and networking of Vietnamese youth in the cultural and creative industries;* - *To establish a multi-stakeholder partnership to foster a youth-centred approach to the cultural and creative industries.* Long Description ---------------- *Beneficiaries of the project* *Direct beneficiaries included Vietnamese young creative talents and entrepreneurs, particularly those who are living in Ha Noi city who were empowered, supported with an enabling environment, opportunities, and capacity building programmes to create and leverage their culturally rooted initiatives.* *Indirect beneficiaries included millions of people including people living in and visiting Ha Noi, especially Ha Noi citizens who now have access to new generation of cultural and creative products, services, and platforms (eg. Festivals, forums, expos)* *Project location* *The project targets the Capital City of Ha Noi.* *Implementing partners* *UN sister agencies: UNHABITAT and UNIDO as participating implementation agencies* *Government partner: Ha Noi Department of Culture and Sports* *Youth groups: through universities, independent youth initiatives* *Purpose of the evaluation* *The purpose of the evaluation is to assess the progress as well as achievements and challenges in order to generate evidence on the extent which the project has yielded results towards the intended and unintended outcomes. It should also help identify how the results have been achieved, such as through assessing the effectiveness and cross-fertilization of different working mechanisms, and will also include key recommendations from the final evaluation.* Long Description ---------------- ***2. Work assignments*** *Under the overall authority of the Head of UNESCO Ha Noi Office and under the technical supervision of the Culture Programme Specialist, the Consultant will undertake the final evaluation with the following objectives, using mixed methods:* *Specifically, the Final Evaluation Report will:* - *Assess the relevance and coherence of project activities to the project design in addressing the needs and priorities of beneficiaries and government partners;* - *Assess the effectiveness of project achievement to the project objectives, components, country needs, global priorities, among others;* - *Review the measures which were taken to ensure efficient use of the resources, expertise and time by UNESCO, UNIDO, UN Habitat and implementing partners;* - *Assess the results and immediate signs of impacts of the project on targeted groups and indirect beneficiaries involved;* - *Assess the sustainability of the project’s outcomes in line with UN and Government’s strategic documents, and how it can be scaled up or taken forward by governments, civil society and other development partners independently;* - *Collect significant-change case studies or human interest stories about the impact of the project on project beneficiaries.* - *Findings from the final evaluation will provide information and recommendations to be used in the development of an exit strategy that would ensure the sustainability of the project and build on the work done by UNESCO, UN Habitat, UNIDO and other implementing partners.* Long Description ---------------- *Geographical coverage: The evaluation will focus on the assessment of project activities in Ha Noi City.* *Stakeholder coverage: The evaluation will reach out to three key implementing partners: UN sister agencies, government partners and youth groups* *Substantive scope: The evaluation will analyze the relevance, coherence, effectiveness and signs of impact, efficiency and sustainability of the project.* ***3.
