The Position:

The position is home based until the Evaluation Office is relocated to Nairobi, Kenya, with its incumbent, by 2025.

The Evaluation Analyst reports directly to the Director, UNFPA Evaluation Office, with matrix reporting to the Lead, Decentralized Evaluation Team, as the secondary supervisor.

The incumbent will assist the Director of the Evaluation Office in complying with UNFPA’s Evaluation Policy and support the implementation of the Evaluation Office's multi-year costed evaluation plan. The incumbent will support the implementation of centralized evaluations that are impartial, independent, credible and meet professional standards.

As a member of the Decentralized Evaluation Team, the incumbent will contribute to strengthening the decentralized evaluation function, methods, quality assurance and assessment and capacity development on evaluation. The incumbent will support the implementation of the team’s annual work programme under the supervision of the Decentralized Evaluation team Lead.

This position will require the establishment of strong and effective working relations with Programme Division, HQ business units and Regional M&E Advisors in regional offices.

Job Purpose:

The Evaluation Office is the custodian of the evaluation function. It reports functionally to the Executive Board and administratively to the Executive Director. The office is independent from the operational, management and decision-making functions in the organization, and is impartial, objective and free from undue influence.

The Evaluation Office conducts or commissions centralized evaluations, including selected country programme and regional programme evaluations, selected major country-level humanitarian evaluations, as well as other types of evaluations. It develops evaluation standards, criteria and methodological guidance and maintain evaluation quality assessment mechanisms. The Evaluation Office provides the necessary capacity development on issues related to evaluation and engage in partnerships with professional evaluation networks, such as the United Nations Evaluation Group and the Interagency Humanitarian Evaluation Group and support the harmonization of the evaluation function in the United Nations system. It also promotes multistakeholder and intergenerational partnerships to strengthen national evaluation capacities, including meaningful involvement of young evaluators.

Qualifications and Experience:

Education:

Advanced university degree in public policy, public health, population/demography, international economics, and/or social science disciplines

Knowledge and Experience:

  • Two years of professional experience conducting/ contributing to evaluations including experience in conducting evaluations in lower and middle income countries; ideally within the United Nations or a similar system
  • Two years of professional experience conducting/ contributing to evaluations in areas of UNFPA mandate including sexual and reproductive health, gender, data and population dynamics, adolescents and youth
  • Knowledge of decentralized evaluation systems and mechanisms
  • Excellent technical knowledge of evaluation approaches, evaluation design, data collection including qualitative and quantitative methods, methodologies for data analysis, preparation of evaluation reports, disseminating evaluation results
  • Excellent knowledge of emerging global issues and evaluation trends that impact on the work of the Office and skills necessary to advance the evaluation function in the organization
  • Excellent analytical, report writing and communication skills
  • Excellent presentation (oral and written) skills and the ability to represent the evaluation office and to effectively communicate complex information in a clear and concise manner to all audiences
  • Strong statistical skills and advanced user of Stata, SPSS and Excel
  • Strong skills in conducting financial analysis and preparation, conduct and analysis of surveys
  • Experience organizing conferences, stakeholder workshops, technical sessions
  • Experience with PowerPoint, infographics and other presentation tools
  • Familiarity with the application of AI to evaluation is a very strong asset

Languages:

Fluency in English is required, both written and spoken. Fluency in Spanish or French is a very strong asset
