Purpose of the role

The Monitoring and Evaluation (M&E) unit generates the evidence and learning required to feed into programme and strategic decision-making. The main objectives of the EAL Technical Officer are to support the EAL coordinator in the design of methodologies for outcome monitoring, in the planning and implementation of M&E methodologies and tools at designated stages within the project cycle, and in the analysis of programme data for learning.

There will be several EAL Technical Officers, each with a focus on a combination of two or three key areas (as appropriate): Education, WASH, Shelter and Settlements, Youth, Livelihoods and Food security, Information, Counselling and Legal Assistance (ICLA) and emergency response.

What you will do

  • Adhere to NRC policies, guidance, and procedures.
  • Support and contribute to the development and implementation of M&E systems, including M&E procedures, guidance, and tools.
  • Support programme staff in developing data collection methodologies and tools and in data management, analysis and use.
  • Support the implementation of activities to monitor programme quality.
  • Ensure that NRC’s related activities are implemented within NRC’s Protection mainstreaming guidelines and report any breaches/concerns to the line manager and/or focal point for proper action.

Specifically you will;

  • Support in the development of the M&E matrix.
  • Support in the design of outcome monitoring tools and data collection protocols.
  • Code surveys on KOBO or other tools as needed.
  • Follow up on data collection with the area office-based M&E teams.
  • Provide trainings on the data collection tools.
  • Complete data analysis of outcomes, outputs or other data as needed.
  • Support in the preparation for and implementation of data interpretation sessions.
  • Review actuals and targets of output indicators reported in DHIS2 (District Health Information System).
  • Report on outcome indicators in DHIS2.
  • Support in the review of M&E plans.
  • Attend core competency specific workshops, trainings, and meetings as needed.
  • Assist with other M&E duties as required.

Professional competencies

  • Bachelor degree in social sciences, economics, statistics, or any other related field
  • Minimum 2 years relevant work experience preferably in research, non-government, and/or outreach organizations
  • Demonstrable experience participating in assessments or surveys
  • Previous experience from working in complex and volatile contexts
  • Fluent in English and Arabic, both written and spoken
  • Experience in survey coding using KOBO, ODK.
  • Experience using SPSS, STATA, Epi Info, or R (desirable)
  • Experience using business intelligence tools (desirable)
  • Proficient in MS Office applications, including Word and Excel
