Org. Setting and Reporting The post is physically located in Lebanon Field Office, but is responsible for the effective management of the EU-UNRWA MADAD Project in both Lebanon and Jordan.

EU-UNRWA MADAD Project Manager directly reports to the Deputy Director of UNRWA Affairs (Programmes), Lebanon and receives technical guidance from the Deputy Director of UNRWA Affairs (Programmes), Jordan.

Responsibilities Plans, directs and coordinates activities of the project ensuring that goals and objectives are accomplished within a prescribed timeframe, funding parameters, project aims and components and UNRWA rules and standards; provides technical, operational, financial and managerial oversight, advocacy and information management; solves problems and coordinates activities with stakeholders to ensure continuity of operations and efficient performance of project personnel;

Works with Lebanon and Jordan Field Offices to accomplish the project’s objectives; supports the fields in implementing and monitoring the Agency’s strategic response to the Syrian Crisis in line with set approaches, aiming at providing essential services to PRS; collaborates with Programme Support Offices on preparing the Syria Emergency Appeal and related reports; prepares the Lebanon Crisis Response Plan (LCRP);

Leads the entire Project Cycle Management (PCM) of all project components, including internal and external coordination; mentors staff on the PCM process, maintains adequate documentation management systems, ensures sound financial management, engages in verification activities as required and develops “lessons learned” documents in order to develop organizational capacity for running and managing projects effectively; facilitates training with a clear needs assessment; focuses on outcomes;

Oversees and monitors the management of tendering and contract preparation, together with controlling the budget for all project components;

Coordinates all components of the project with the UNRWA project team and programme support office, community, concerned Lebanese and Jordanian authorities and other UNRWA Departments/Offices in order to ensure all components of the project are completed in accordance with the agreement, project targets and UNRWA planning guidelines/instructions and procedures; acts as Secretary to the Project Advisory Steering Committee; represents UNRWA in sector working groups and other coordination meetings;

Develops and maintains effective relationships with internal and external stakeholders; with support from the Deputy Director(s) and Programmes, coordinates with the relevant departments (HQ and Field) on the implementation of the project and to ensure full coordination, oversight and accountability for the advancement and implementation of project activities; includes and is aware of relevant cross cutting components (AVAC, MHPSS, Protection, Gender and Disabilities);

Liaises with UN Agencies and NGOs to ensure full coordination, oversight and accountability for the implementation of the project; informs the relevant offices at field level and concerned departments, concerning all suppliers (NGOs, contractors) before implementing project activities;

Implements awareness campaigns, raising the profile and awareness of the project and its outcomes among beneficiaries, the Lebanese and Jordanian communities and a wider audience through the production of videos, press statements, reports, etc.; develops follow up and related proposals to support PRS as required;

Sets up the monitoring and evaluation framework and work plan of the project; monitors the impact and progress of the project; identifies problems and takes appropriate and timely action to meet desired goals; coordinates and prepares the agreed upon periodic reports that will show ongoing progress and results on agreed upon targets and expenditure over time.

Education Advanced university degree from an accredited educational institution in education, political or social science, development studies, programme/project management or a related field.

Work Experience At least eight years of progressively responsible and relevant experience at the national and international level in project/programme management (preferably in education), particularly in relation to monitoring, evaluation and needs assessment, in complex or multi-sectoral projects across programmatic areas; Two years of experience in a supervisory role; At least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number; Knowledge of UNRWA Rules and Directives (desirable); Prior experience with a UN organization, NGO, or donor government, including experience in managing EU funded projects (desirable); Previous experience working with the European Union as a donor (desirable); Experience with relevant computer applications, including word processing, spreadsheets and database packages (desirable).

Languages Excellent command of written and spoken English.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice Type of Contract and duration: Temporary Appointment for 6 months.

The incumbent may be required to travel in the Agency’s area of operations.
