UNICEF’s Ethics Office was established in December 2007 and its activities are undertaken in the following mandated areas of work: (a) standard-setting and policy support; (b) training, education and outreach; (c) advice and guidance; (d) the Financial Disclosure Programme; (e) the protection of staff against retaliation; and (f) participation in the Ethics Panel of the United Nations and the Ethics Network of Multilateral Organizations.

How can you make a difference?

The Ethics Manager is a member of the Ethics senior management and will report to the Director of the Ethics Office and, when required, will be an OIC in the absence of the Director. The post will assist in managing and supervising junior staff and consultants in the office. The Ethics Manager will support the Director of the Ethics Office in managing the office and in taking a proactive role in fostering management and staff awareness of UNICEF standards on ethical behavior, the prevention of conflicts of interest proper conduct and sound business practices as established in the United Nations Staff Regulations and Rules and the 2013 Standards of Conduct for the International Civil Service. The post reports directly to the Director and will help advise management and staff in order to promote an organisational culture and work environment that is characterized by high ethical standards and in full compliance with applicable regulations, rules and other administrative issuances.

Key functions, accountabilities and related duties:

  1. Policy/Advocacy: The Ethics Manager, will be responsible for formulating, reviewing and disseminating ethics related policies and providing guidance related to all ethical issues (workplace issues, retaliation, conflicts of interest, outside activities, CIFD etc.) in accordance with the common standards of conduct prescribed for all UN staff. This includes an advocacy role of promoting ethics and culture of integrity within UNICEF and coordinating with relevant internal units (such as organizational culture, OIAI, communications human resources, etc.), as appropriate, as well as the Ethics Office within the United Nations Secretariat and other UN agencies. This also includes participation in relevant inter agency fora and facilitating where practical, a harmonized approach with other UN bodies.

  2. Advice to Management: The Ethics Manager in collaboration with the Director will provide guidance to UNICEF management to ensure that UNICEF's policies, procedures, and practices reinforce and: promote the ethical standards called for under the UN Charter, and that the ethical standards pertaining to employment with UNICEF are clearly understood by staff.

  3. Prevention & Outreach: This Ethics Manager post will work in raising staff awareness of expected ethical standards and behavior; within the context of oversight as well as human resources development policies, strategies and programmes and in close cooperation with the respective human resources and oversight organizational units. He/She is responsible for increasing awareness of UNICEF's values, the standards of conduct and procedures through orientation, learning and induction programs, and relevant communication means to provide a continuous reinforcement of an ethical work environment in UNICEF.

  4. Advice to Staff: Incumbent will be available to provide staff with guidance on specific ethics related policy and practice issues and queries, including conflict of interest, financial disclosure, and protection against retaliation.

  5. Receiving complaints of Retaliation: In accordance with the UNICEF's protection policy against retaliation, the Ethics Manager will work with the Ethics Director to receive complaints of retaliation, make a prima facie determination whether there is a credible case of retaliation or a threat of retaliation, and refer cases where such a determination is made to the Office of Internal Audit and Investigations for further investigation.

  6. Financial Disclosure: The Ethics Manager will be responsible for strategic development and implementation of UNICEF's Financial Disclosure Program. He/she facilitates the identification of staff members required to file within the ambit of the applicable policies/guidelines and ensures staff understanding of and full compliance with the fmancial disclosure requirements.

  7. Reporting: Leads and prepares the Ethics Office annual report and presents to the Director who will then review the same and present to the Executive Board in accordance with the Executive Board decisions 2010/18 and 2014/12.

  8. Additional responsibilities: Carry out any other tasks assigned by the Director in support of the efficient functioning of the Ethics Office.

Given the nature of this office the Ethics Manager is expected to operate with strategic direction from the Director, to exercise judgment, and to take initiative, consistent with the indepenede of the Ethics Office. The Ethics Office is independent of any official, division, office or other organizational entity.

To qualify as an advocate for every child you will have…

  • An advanced university degree in law, criminal justice, social sciences (e.g. industrial psychology, industrial labour relations) or other relevant field.
  • A minimum of 8 years professional work experience including 5 years of progressively responsible experience in the field of corporate or business ethics and related fields, preferably in the international arena.
  • Knowledge of current industry best practices relating to corporate ethics and business conduct/practice would be an asset.
  • Demonstrated ability to make sound judgements and ability to communicate advise with authority;
  • An impeccable record for integrity and ethical behavior;
  • Proven conceptual, analytical and evaluative skills; and an ability to conduct independent research and analysis;
  • Strong interpersonal skills;
  • Demonstrated ability to communicate effectively on highly sensitive issues with staff and managers at all levels, with particular emphasis on developing trust and demonstrating fairness;
  • Experience and demonstrated sensitivity in working with cross cultural aspects of human relations and the ability to influence appropriately;
  • Excellent communications skills;
  • Experience in field operations in UNICEF or other international organization is an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
