JOB PURPOSE

The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. In September 2015, WFP opened an office in Suva, Fiji, to lead and support emergency preparedness in three sectors - Food Security, Logistics, and Emergency Telecommunications - across the Pacific Islands.

On 30 November 2016, the Emergency Telecommunications Cluster (ETC) for the Pacific was officially activated under the structure of the Pacific Humanitarian Team, with WFP as lead.

WFP has been actively working since on ETC preparedness activities in the Pacific Island region by coordinating and managing the IT response to emergencies and engaging in national capacity strengthening activities.

To support the local capacity in Emergency Telecommunications preparedness and response efforts in the region, the WFP Pacific Multi Country Office is looking for a Training & Development Manager. The role will work closely with the ETC Coordinator and be responsible to conduct assessments on learning needs in coordination with the partners in the region, develop a learning / training curriculum tailored for the needs identified in the Pacific and carry out training workshops across the Pacific on behalf of the ETC.

Participants on the ETC training courses will be assessed on their theoretical knowledge, technical skills, interpersonal skills, and overall attitude. High performing individuals will be identified to create a Pacific ETC roster which can be deployed to support emergencies in the region.

KEY ACCOUNTABILITIES AND RESPONSIBILITIES (not all-inclusive)

  • Conduct ETC Learning Needs Assessments in the Pacific region to identify the competency gaps in the current technical and emergency management capabilities and evaluate the data to make informed decisions for the design and implementation of a sustainable training and development framework.
  • Design and develop a robust ETC Pacific management of training system that is underpinned by a recognized systematic approach to training process (ADDIE model) to deliver safe, risk-focused, appropriate, effective, efficient, and accountable ETC training & development initiatives in the Pacific region.
  • Lead the design and development of versatile ETC training and development solutions in the region, thoughtfully encompassing a wide range of in-person and virtual training delivery methods, as well as tabletop and field-based SimEx options.
  • Develop a comprehensive ETC training & development curriculum and associated syllabi to cater to the unique requirements of the ETC capacity strengthening needs in the Pacific region.
  • Create an informative and user-friendly ETC training catalogue with concise descriptions for each training & development program.
  • Design an ETC statement of trained requirement and a suitable regional training & development pipeline in alignment with the 5-year Pacific MCSP and the ETC 2025 Strategy. Engage with relevant stakeholders to coordinate and mange participation at events.

  • Coordinate and manage the administrative, financial, and procurement functions, as well as logistical preparations for ETC training & development events. This should encompass the shipping and import/export clearances for technical equipment, suitable training venues and accommodation, travel coordination, protocol requirements, and the prompt allowances disbursement to event attendees.

  • Forge strong partnerships with ETC subject matter experts, actively involving them in the design of content for each ETC training & development solution and ensure alignment with the Pacific region’s capacity strengthening initiatives.
  • Lead ETC training & development delivery teams to build dynamic and engaging learning environments, whilst also setting the tone for success and serving as an inspirational and guiding presence for trainers and facilitators.
  • Following ETC training & development events, apply Kirkpatrick's Evaluation Model to systematically collect feedback, enabling data-driven adjustments to foster a culture of continuous improvement.
  • Design and manage the development of an ETC online training platform harnessing the capabilities of Articulate 360 and Adobe Captivate to host and deliver versatile and widely accessible training and knowledge-sharing materials.
  • Any other duties as needed.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Complete an exhaustive ETC Learning Needs Assessment for the Pacific region.
  • Design and develop a sustainable ETC management of training system using a systematic approach to training.
  • Develop a sustainable ETC training & development curriculum, along with corresponding IT and emergency management syllabi.
  • Establish a pool of subject matter experts, suitably qualified, experienced, and capable of delivering in-person training to participants.
  • Design, deliver and manage 2 or more regional workshops / training courses in the Pacific region, providing a hands-on, immersive learning experiences for participants, and contributing to the development of collective expertise in disaster response and IT-EPR support.
  • Strengthen collaboration between the Pacific ETC, regional government NDMOs, and partners to establish a proficient network for emergency preparedness and resilience through training & development activities.
  • Provide in-depth training and development solutions designed to improve the performance of proficient ETC emergency responders within the Pacific region. Simultaneously, communicate any newly acquired competencies to the ETC Coordinator, ensuring their inclusion in the surge response talent pool for the deployment of qualified personnel within the Pacific region.

QUALIFICATIONS AND EXPERIENCE REQUIRED

EDUCATION:

  • Post-Graduate qualifications in HR Development, Training Management or a relevant L&D field and 9 years of professional experience in the humanitarian sector.

    EXPERIENCE:

  • Demonstrated project management aptitude in the end-to-end delivery of training & development solutions within the context of global humanitarian field operations.

  • Proficiency in the instructional design and development of effective face-2-face and virtual training & development and SimEx support materials.
  • Proven experience in the coordination of humanitarian training, development, and SimEx events and collaboration with diverse stakeholders to cater for various event settings and diverse audiences.
  • Good ICT technical knowledge and/or qualification is highly desirable.

KNOWLEDGE AND SKILLS

  • Expertise in instructional design and highly developed training management skills that can be applied across a diverse range of and IT and emergency management contexts and subject areas.
  • Comprehensive knowledge of eLearning technology and an ability to use eLearning authoring tools, coupled with a broad understanding of how internet-based tools can optimize the delivery of online training solutions.
  • Able to convey complex technical and humanitarian operational training & development concepts in easy-to-understand terms.
  • Skilled in building collaborative relationships with subject matter experts and able to provide training & development guidance during the design and development phases of instructional design and storyboard creation.
  • Demonstrates proficient writing skills and able to produce concise technical reports, SOPs and training support materials.
  • Exhibits exemplary presentation, facilitation, coaching and teaching skills.

  • Possesses strong creative problem-solving skills, approaches work with clarity, and effectively fosters relationships and consensus among diverse global teams.

  • Displays strong interpersonal and communication skills, with the capacity to establish and maintain productive working relationships in multicultural, multi-ethnic settings, while demonstrating sensitivity and respect for diversity.
  • Able to independently plan and organize tasks, effectively working with minimal supervision and capable of demonstrating a proactive approach when necessary.
  • Flexibility and a readiness to travel as needed.
