ORGANIZATIONAL CONTEXT:
The United Nations World Food Programme (WFP) is the world's largest humanitarian agency, fighting hunger worldwide. The WFP Technology Emergency Preparedness & Response Branch (TECF) is responsible for coordinating and managing the IT response to emergencies for WFP and - as the Emergency Telecommunications Cluster (ETC) lead agency - the wider humanitarian response community. As the operational branch of WFP Technology Division, this branch leads global coordination, advocacy and partnerships for the ETC and supports government, humanitarians and affected populations with the provision of communication and technology services in humanitarian crisis and emergency preparedness efforts.
To provide Global ETC operational and technical emergency and preparedness support to ETC operations, the Global ETC team is looking for ETC Operations Specialists. The incumbents will be responsible to provide technical guidance and daily support to new and ongoing ETC operations, ensuring country offices are equipped to lead the delivery of efficient and effective common Information and Communication Technology services, providing sound, innovative solutions that enable WFP and partner organizations in effectively respond to humanitarian crises. The role will include travels worldwide sometimes at short notice.
ACCOUNTABILITIES/RESPONSIBILITIES:
Oversee ETC field projects and provide technical advice to WFP Country offices leading ETC services.
Provide daily support to ETC Coordinators working on the ground in different operations, ensuring regular communication and guidance on processes is provided.
Provide guidance and participate in the development of Inter-agency Emergency Preparedness Plans, Humanitarian Response Plans (HRP), budgets and Concept of Operations (CONOPS). Ensure WFP Country Strategic Plan (CSP) reflects TEC emergency and preparedness country activities planned at inter-agency level.
Engage closely with Regional TEC Officers and Regional Emergency Preparedness and Response (EPR) Officers on ETC-related matters.
Analyse and provide insight on ETC operations to ETC teams in country and to the Global ETC team.
Ensure deployment of IT/TC systems is aligned with business needs, ETC mandate and in accordance with WFP corporate standards.
Guide field offices with technical specifications and tender documents, contracts with service providers, to facilitate procurement of IT/TC equipment and services at minimum cost, in line with WFP rules and regulations.
Coordinate and prepare reports on ETC activities, investments and costs, identifying trends/issues and proposing solutions to increase cost-efficiency.
Provide advice to managers and users to resolve complex issues, understanding their needs and ensuring IT policies, procedures, systems and tools are correctly applied to support them.
Ensure effective coordination with other humanitarian organizations in order to align activities and maximise possibilities of inter-agency collaboration in the field of IT/TC.
Maintain effective partnerships with colleagues and external partners, to foster information exchange and support to meet service requirements. Act as focal point for several Global ETC partners.
Build a repository of best practices from ETC operations and support evaluation and lessons learned exercises.
Travel to provide support to ETC operations on the ground and / or deploy as ETC Coordinator in initial phase of a new emergency or to support assessments.
When in country, lead the IT emergency operation, prepare operational plans and manage resource requirements from the onset of an emergency.

- Act a focal point for a minimum of two ETC operations and engage actively in related forum
- Timely remote response and support provided to new emergency operations (within 48 hours of request)
Mission project reports completed and circulated.
Engage quarterly with assigned partners
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education & Experience:
- University degree in Telecommunications, Technology, Business, Project Management and any other relevant field and a minimum of 6 years of experience in relevant field.
Technical Skills & Knowledge:
- Ability to plan and organize work programme and to work with minimum supervision under own initiative.
- Tact and ability to work harmoniously with people of different national and cultural backgrounds.
Demonstrated problem-solving skills;
Ability to conceptualize issues, think in abstract terms and analyze numerical concise and analytical reports under time constraints.
- Ability to organize and assess data.
- Strong oral and written communication skills.
- Ability to identify, research, analyze and synthesize complex development issues.
- Ability to write relevant documentation and coordinate the work of others.
Language:
- Fluency in English language. Intermediate knowledge of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s additional working language, Portuguese, is desirable.
