BACKGROUND

The International Rescue Committee began responding to the growing humanitarian crisis in Honduras since 2018. IRC Honduras has reached more than 243,745 people with integrated services including research-driven education interventions, gender-based violence response programs, child protection services, protection coordination, cash for families in crisis and increased access to trustworthy information. The IRC serves individuals and families who are internally displaced, returned asylum seekers and refugees, and survivors of violence especially women, girls, and the LGBTQ+ population. Where there are gaps in the delivery of humanitarian assistance for people identified as most at risk of harm, IRC delivers direct services and works to strengthen national systems.

SCOPE OF WORK

The IRC seeks a Communication Officer for an anticipated five-year USAID Improved (Re)Integration Services activity. The project will increase sustainable (re)integration of returned Honduran migrants and internally displaced persons (IDPs) to reduce irregular migration to the US and ensure that returnees and IDPs find safety, as well as satisfactory social services and economic opportunities, within communities of origin. The $15.5M Improved (Re)Integration Services Activity will focus on empowering and enabling existing local government and NGOs to provide better services with more uniformity in the quality of services across the country, suggestions for policy improvement and execution related to inclusive services for returnees and IDPs, including case management, and improve community outreach interventions.

The position will provide effective communications support to REGRESOH, a USAID-funded project, and for this will be reporting to the Chief of Party. The communications specialist will work closely with the relevant team focal points, the country management team and the IRC’s global communications and advocacy team.

This position is contingent on the IRC being awarded funding .The position will be based in Tegucigalpa, Honduras.

Major Responsibilities:

- Design and implement the communication strategy for the project implementation; - Ensure compliance with the USAID Branding Strategy and Marking Plan; - Provide support, technical assistance, and feedback to partners and ensure their visibility materials comply with the USAID Branding Strategy and Marking Plan; - Promote project visibility through publications and media outlets to reach IRC's prioritized audiences; - Collect, develop, and share success stories through written and visual media, which will contribute to quarterly and annual technical reports; - Supports the elaboration of quarterly and annual technical reports; - Compiles project and partner updates for USAID; - Documents project events and initiatives through photographs and video; - Provides basic graphic design assistance and infographics with knowledge products, publications and reports; - Support the organization of events, such as webinars/press briefings/conferences; - Report to the Chief of Party (COP) of the project

Qualifications

- At least three years of experience in communication; - Bachelor's degree in Journalism, Mass Communication or other related field; - Previous experience managing a USAID Branding Strategy and Marking Plan (USAID Branding Strategy and Marking Plan) is required; - Experience with visual software applications (Adobe Creative Cloud, Microsoft Publisher) - Previous experience in organizing events; - Demonstrated ability in photography and camera work is desirable. - Intermediate skills in image editing and graphic design; - Excellent written and verbal communication skills in English and Spanish required; - Stronger interpersonal skills and ability to work in a diverse team; - Ability and willingness to travel in-country; - Ability to prioritize large volumes of work to meet tight deadlines.
