pdateThe Caribbean region comprises many Small Island Developing States (SIDS) that share common constraints and challenges in their pursuit of sustainable development. The region is increasingly exposed to climate-related risks such as rising sea levels, air and surface temperatures; tropical cyclones; and changing rainfall patterns. The Bahamas, Belize, Dominica, Grenada and Haiti rank among the 30 countries worldwide most affected by weather influenced disasters. In the last two years alone, three category V hurricanes – Maria, Irma and Dorian - have impacted multiple countries and territories across the Caribbean

WFP’s Caribbean Emergency Preparedness & Response (EPR) strategy, designed to address identified gaps in response capacity, improve regional and national preparedness and strengthen systems to deliver rapid and appropriate assistance to shock affected populations has the digital transformation of the Supply Chain processes as a foundation of this strategy. WFP is working closely with the Caribbean Disaster Emergency Management Agency (CDEMA) and the twenty Participating States to realise this vision.

The digital transformation process is in progress, A modular end to end supply chain system has been defined, architecture and tools selected, database designed and implementation commenced. The first phase (stock visualisation and emergency logistics) of the CDEMA Logistics System, is operational with Participating States and phase two (enterprise resource planning) has started.

This UNV assignment will support the handover of phase one, client support on rollout and implementation of phase two

Within the delegated authority and under the supervision of Head of Supply Chain or his/her designated mandated representative(s), the UN Volunteer Digital System Developer will:

• Supports the development and implementation of modern integrated IT solutions that meet the WFP business needs in the Region. • Supports open-source software used in the project, such as OBS (training presentations), CLS (logistics software), Twilio (tracking IoT) and Odoo Community Version (ERP software) • Performs the integration and the testing of new, enhanced or fixed software code in order to ensure complete coverage of the code and adherence to customers' technical specifications and WFP software guidelines.
• Supports the implementation and integration of the Odoo ERP system with • Installation and customizing of the Odoo ERP software within CLS. • Configures and deploys the Odoo ERP applications and business processes. • Performs business process analysis, consultation with receiving partners, designs, implements, deploys the Odoo ERP software accordingly. • Creates and maintains system related Odoo ERP documentation such as business, system, and functional requirements, process flows, status reports, and configuration of dynamic spreadsheet reports and/or PowerBi reports. • Solves different business interactions by recommending and implementing EDI software developed by third parties to integrate transactional data with Odoo ERP platforms, CLS, as well as other business applications in advanced logistics environments. • Support CLS with • Programming in Python or PHP and JavaScript (React JS) to improve or add value to the existing CLS software system. • Relational database management using IDE and direct SQL manipulation, user management, entity relationship establishment and mapping. • Web development and integration of CLS and Odoo with backend services of Odoo ERP. • Web development and maintenance of CLS using the Laravel or Zend frameworks, HTML, CSS, and XML to maintain the operations and any changes required by the customer. • Troubleshooting and solving operational issues as they arise and document any issues and solutions and changes to the software design. • Provides support for Excel Macro (VBA scripting), Microsoft Visual C# as requested or recommended. • Manages the projects Cloud Based servers, Linux servers and GitHub’s, as required by the project. • Deploys to support regional training and emergency response activities as required. • The office provides logistics and technical support to Countries and Agencies in response to natural disasters. The staff in the Barbados Multi-Country office are on standby to deploy anywhere in the Caribbean within 48hrs of any request. You should be comfortable working in conditions that can be challenging if deployed. At least 3 years of professional work experience at the national and/or international level in two, or other relevant programmes

Barbados has a moderate security profile. Political violence is low however domestic violence and homicides are high for English speaking nations. Loss of regular income due to Covid is likely to impact rates of robbery and burglary. The main tourist and expat areas are generally safe to live and move around in

The airport is modern and in normal circumstances busy. There are direct flights to Europe, USA and Latin America. The sea port is visited by cruise ships regularly but has limited capacity for servicing multiple vessels simultaneously. Covid protocols apply to all visitors and must be checked before any travel to the island

The climate is warm and humid. During hurricane season the region may be exposed to heavy rain and high winds. A hurricane passed directly over Barbados in 2021

Dress code in Barbados is relaxed and casual. Discretion is advised. The community is generally tolerant of alcohol with many bars and restaurants across the island. Recreational drugs are illegal

Cost of living is high, particularly during peak season. This has been affected by Covid and long term prices have fallen significantly during 2021. Food quality is high.

Utilities are reliable generally. High speed internet and cellular services are available from two carriers, Flow and Digicel

Access to medical facilities is fair

A number of banks have ATMs around the island that accept international cards. Opening a local account can be a drawn out process. Currency is Barbados Dollars which is fixed to the US dollar at two to one. USD is widely acceptable

Driving is on the left hand side of the road. Visitor driving permits may be obtained for three to twelve months or regular licenses obtained

Many options exist for accommodation and prices vary accordingly

There is a public bus and micro bus network running regularly. Taxis operate from the airport on a fixed fee which is reasonable

WFP’s operation in the Eastern Caribbean is a unique (humanitarian) operation. It provides for an interesting and enriching environment, but also requires a mature level of cultural awareness, as well as more stamina and commitment than elsewhere to make life comfortable and affordable. Therefore, flexibility and the ability and willingness to live and work in harsh and potentially hazardous conditions, involving physical hardship and little comfort, are essential.
