Duties and Responsibilities THE ORGANIZATIONAL SETTING

The International Civil Aviation Organization (ICAO) sets international Standards and Recommended Practices (SARPs) for aviation safety, air navigation, security and environmental protection. To that effect, ICAO is a knowledge-based organization engaged in the development of intellectual property.

ICAO is currently implementing several Digital Transformation signature projects. Digital Transformation encompasses all aspects of the Organization’s work, activities, and operations. Modernizing the Organization will facilitate its ability to leverage alternative opportunities while broadening its support to Member States at the same time. It will also enable the Organization to keep abreast of technological development, adopt emerging technologies and act as a catalyst for its stakeholder communities to understand and follow its path. Under the Finance section, the Enterprise Resource Planning and Project Portfolio Management (ERP/PPM) signature project, part of the overall Digital Transformation plan, is focused on creating “the backbone” for the enterprise systems portfolios. Encompassing many functions from portfolio management, payroll, and procurement, providing an integrated view of ICAO’s projects including financials, KPIs, and outcomes.

Reporting to the Digital Transformation Programme Manager, the incumbent will be working in a team environment with business and technical resources, as well as other UN agencies on the ERP/PPM project and possibly other Digital Transformation projects.

MAJOR DUTIES AND RESPONSIBILITIES

Function 1 (incl. Expected results): Effectively manages the implementation of Information Technology projects, achieving results such as:

  • Plan and monitor the projects assigned to her/him;
  • Manage the production of the required deliverables; ensures that they are delivered within quality, cost and time constraints;
  • Direct and motivate the project team, and is responsible for ensuring that the individuals understand their roles and are committed to carrying out their responsibilities;
  • Take responsibility for overall progress and use of resources and initiate corrective action where necessary;
  • Liaise with Business and ICT management to assure the overall direction and viability of the project;
  • Identify and obtain any support and advice required for the management, planning and control of the project;
  • Manage all aspects of project administration, documentation and quality management, with support of Project Management Office (PMO) team;
  • Build and maintain relationships with all units to ensure that projects tasks and goals are understood and achieved, with support from Change management team and Transformation teams.

Function 2 (incl. Expected results): Reports project progress and coordinates with management, achieving results such as:

  • Manage the business case and ICAO expectations;
  • Manage project boards and other steering committees to assure the overall direction and viability of the project;
  • Measure and report on key metrics;
  • Ensure that all data collected are accurate and delivered timeously in the correct formats;
  • Advance the use of collaborative tools to share information among all levels of management.

Function 3 (incl. Expected results): Manages change and communicates with users, achieving results such as:

  • Build and manages the relationship with projects’ clients;
  • Develop action plans to address users’ needs ensuring a “user centric” approach, in coordination with Business;
  • Dialog with users and ensures that the deliverables meet specified requirements;
  • Manage adoption of corporate tools by users (information, training and support);
  • Identify, in coordination with business, end user training requirements and coordinate training for new modules and services.

Function 4 (incl. Expected results): Leads opportunities for improving processes and innovates, achieving results such as:

  • Strive for continuous improvement in collaboration with ICT management;
  • Leverage best practices and innovations to drive overall progress;
  • Promote knowledge sharing to accelerate projects, improve end-user satisfaction and optimize return on investment.

Function 5 (incl. Expected results): Performs other related duties as assigned.

Qualifications/special skills Education:

Master’s Degree in Information and Communications Technology or Business Administration or related discipline with a minimum of 10 years of relevant experience, or first level University degree with a minimum of 12 years of relevant experience, is required.

Skills:

Reasoning Skills: - Ability to demonstrate judgment in decision making and identification of opportunities and threats to ICAO in areas of responsibility. Communication Skills: - Ability to communicate on achievements and issues to end users, managers and senior management. - Ability to state facts and propose adequate corrective actions when needed

Other qualifications:

Specialized knowledge: - Strong working knowledge of project management to implement IT systems and reengineer business processes (Agile, Prince 2).; - Strong knowledge of modern IT platforms and of business processes. Problem resolution: - Strong working knowledge about the resolution (both reactive and proactive) of problems, including classification, prioritization and initiation of action, documentation of root causes and implementation of remedies to prevent future incidents. Reporting and escalation: - Proficiency in drafting adequate presentations and reports and maintaining project documentation; - Proficiency in isolating causes and effects, differentiating technical, business and change management issues. Knowledge Management and Learning: - Shares knowledge and experience; - Encourages team members to share knowledge and contribute to ICAO practice areas; - Actively works towards continuing personal learning and development in one or more Practice Areas, acts on learning plan and applies newly acquired skills; Development and Operational Effectiveness: - Ability to perform a broad range of specialized activities related to project management; - Ability to support business process improvements for ICAO corporate applications. Leadership and Self-Management: - Focuses on result for the client and responds positively to feedback; - Consistently approaches work with energy and a positive, constructive attitude; - Demonstrates openness to change and ability to manage complexity; - Ability to work on tight deadlines under pressure.

Professional Experience:

  • Extensive experience (10 years) in using standard project management processes and methodologies (especially with Prince 2, Agile), is required;
  • Extensive experience leading large project teams for ERP system implementation, is required (preferably Oracle Cloud ERP), is required;
  • Extensive experience of managing large and complex IT projects for organizations like ICAO, is required;
  • Proven ability to build teams, contribute productively to teamwork and maintained regular communications with users, is required.
  • Certifications in project management practice are a plus, is desirable;
  • Implying reorganizations and evolutions of shared services, is desirable;
  • IT System implementation change management experience, is desirable;
  • ERP System implementation working with a third-party and off-site implementation team, is desirable;
  • Experience with UN system or public sector organizations, is desirable.

    Languages Essential:

  • Fluent reading, writing and speaking abilities in English. Desirable:
  • A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

    Additional Information Please note that the monthly rate for Band D varies from CA$ 11,098 to CA$ 13,457.
